Canby School District is hiring a Human Resources and Compensation Specialist to begin July 1, 2023, with paid training offered prior to the position start date. This position specializes in benefits, leave, and compliance, and the successful candidate will be a tech-savvy, creative problem-solver who is highly adept at evaluating, adapting, and improving systems.


About This Position

The HR and Compensation Specialist helps manage day-to-day operations for the human resources and finance departments, specializing in benefits administration, leave processing, risk management, and substitute management. As a member of both the human resources and finance teams, the HR and Compensation Specialist fulfills a lynchpin role, serving as a knowledgeable resource for staff and ensuring that cross-departmental functions are carried out accurately and efficiently.


Essential Functions

  • Administer medical, dental, and vision benefits, ensuring compliance with all Oregon Educators Benefit Board (OEBB) deadlines, enrollment requirements, and eligibility criteria.
  • Assist staff with enrollment in voluntary benefits in conjunction with partner vendors.
  • Receive and process incident reports and workers’ compensation claims and manage administration of required annual safety training for all employees and new hires.
  • Verify employment eligibility for all new hires, ensuring compliance with all state and federal laws and district policies.
  • Oversee and administer leave requests and accommodations, including those arising under the Family and Medical Leave Act (FMLA), Oregon Family Leave Act (OFLA), Paid Leave Oregon, the Americans with Disabilities Act (ADA), state and local leave laws, and short-term or long-term disability plans.
  • Maintain absence and substitute management system, ensuring that all data is accurate, and process substitute pay monthly.
  • Perform data entry and maintenance in Infinite Visions payroll system; complete employment verifications; and compile compensation data as needed.
  • Comply with annual and quarterly reporting requirements to the Occupational Safety and Hazard Administration, the Internal Revenue Service, and the Oregon Department of Education.
  • Administer extra duty contracts, stipends, and supplemental pay.
  • Perform related duties as assigned.

Knowledge, Skills, and Abilities

  • Knowledge of employee benefits and applicable laws.
  • Knowledge of leave requirements and other legal protections afforded by the FMLA, OFLA, ADA, and other applicable laws.
  • Knowledge of computer systems and technology, including the Google suite of applications and Microsoft Office.
  • Excellent verbal and written communication skills, with an emphasis on the ability to engage with a diverse group of employees and other stakeholders.
  • Excellent interpersonal skills leading to productive and positive relationships with a diverse community.
  • Ability to manage change, analyze situations, and solve problems creatively using independent judgment.
  • Ability to analyze and prepare efficient and effective studies and reports.
  • Ability to work both independently and collaboratively.
  • Ability to learn and implement various payroll related systems.

Minimum Qualifications

  • High school diploma, with Bachelor’s degree or higher strongly preferred.
  • Successful completion of criminal history records check, as required by law.
  • Commitment to the mission of K-12 public education.

Preferred Qualifications

  • Bachelor’s degree or higher.
  • Successful experience in a K-12 educational setting.
  • Experience with Infinite Visions payroll system.
  • Bilingual in Spanish.

Compensation and Benefits

  • $67,698-$72,546 annually for the 2023-24 school year commensurate with experience; PERS-eligible salary with both employer and employee PERS contributions paid by the district.
  • Comprehensive medical, dental, and vision benefits, with a monthly district-paid contribution of $1,560.

  • Up to $3,500 of tuition or workshop reimbursement per year, with $200 per year available for professional dues.
  • Flexible work schedule with option to work a 4/10 compressed work week during the month of July.
  • Nine paid holidays per year, with additional paid emergency/personal, sick, bereavement, and inclement weather leave and a minimum of 10 vacation days per year.
