JOB SUMMARY
Under direction of the Vice President of Human Resources and Employee Relations, exercise leadership and supervision in the recruitment and employment of classified, academic, and administrative personnel including interpretation of policies and regulations, establishing and monitoring personnel records, and exercising responsibility for the accurate and timely processing of personnel matters. Serve as Title IX Officer.

DUTIES AND RESPONSIBILITIES

Attend to details of classified, academic, and administrative employment not requiring the immediate attention of the Vice President; provide effective timely specialized Human Resources support to payroll, hiring committees, staff and administration; assist with projects and initiatives as assigned. Assist as needed with overflow in all functional areas of Human Resources; assist the Vice President with research and resolution of difficult and complex issues; train and supervise the work of employees, as assigned.
Supervise the recruitment activities for academic, classified and administrative employees, preparation of job announcements; implementation of recruitment strategies; provide training to selection committee members; perform reference checks and verifications of education and employment on finalists; prepare employment offers.
Prepare equal employment opportunity data and marketing data for each selection process; compile and prepare required reports; identify problem areas and recommend changes and facilitate improvements in the procedures to increase consistency, effectiveness and fairness.
Ensure that Monterey Peninsula College hiring procedures are followed; notify Vice President if recruitment practices appear to violate MPC policies and/or procedures; foster an equal employment opportunity culture and principles within hiring committees.
Supervise verification of previous employment and determination of initial salary placement for academic employees; determine salary adjustments; assure compliance with collective bargaining agreements. Supervise the processing of Notices of Employment for academic personnel, as assigned. Maintain records on academic personnel and seniority. Monitor assignments for part-time faculty to ensure compliance with Education Code provisions, as assigned.
Prepare Governing Board agenda items related to academic, classified and administrative personnel action items and short-term temporary employees list; update personnel spreadsheets and database information from Board Agenda Action Items.
Participate in orientations for new permanent employees to explain employment policies and procedures; review all required documents; assist the Vice President in the maintenance of personnel files including transcripts, evaluations, professional growth, and other pertinent documents.
Monitor faculty assignments to ensure that faculty meet State Minimum Requirements; assist and serve as a resource to the Academic Senate Subcommittee on Equivalency, as needed.
Coordinate the District's evaluation programs, including providing training on processes; developing required timelines; producing and distributing notifications, forms and instructions; maintaining schedules and records; and resolving conflicts.
Compile and prepare data pertinent to the collective bargaining process. When assigned, participate in the collective bargaining process, and serve as a member of the bargaining team; assist in the preparation of collective bargaining agreements; update and produce salary schedules and documents under collective bargaining agreements.
Assist in the implementation of Human Resource policies and in the periodic review of Human Resource policies and administrative regulations; develop and recommend improvements in techniques, practices, forms and technology; maintain currency in trends and practices in the human resources field; review and interpret laws and regulations; serve as a resource to Human Resources Department staff, employees, applicants and the general public concerning employment policies, procedures, and collective bargaining agreements.
Collect data; determine and utilize available technology to manage data; prepare statistical reports on matters within the scope of assignment, such as staff data reports, salary surveys, state and federal reports, and demographics..
Assist in the investigation of complaints, as assigned. Provide support to managers in the progressive discipline process, as assigned.
Perform classification analyses, compensation and salary studies, and work with classification and compensation consultants as directed; respond to surveys from other districts. Provide employment and salary verifications to third parties as requested by employees. Provide annual notice of salary increase to employees, as awarded. Provide employment and salary verifications on employees. Provide notice of salary increase annually to employees as awarded.
Serve as contributing author and editor of the Human Resources web pages; maintain currency of forms and documents on the website for assigned area. Recommend technology solutions and/or collaborate with Information Technology to improve navigation and access to the Human Resources web pages and promote MPC as a quality employer.
Demonstrate an understanding of, sensitivity to and appreciation for, the diverse academic, s socio-economic, cultural, disability, gender identity, religious, sexual orientation, and ethnic backgrounds of students and staff attending or working on a community college campus.
Other Duties

Attend seminars, conferences, and workshops to keep abreast of current legislation and best practices related to public employment.
Serve on assigned committees. May be assigned to lead the Equal Employment Opportunity Advisory Committee (EEOAC).
Participate in relevant Human Resources and Title IX training.
Perform other duties as assigned by the Vice President.

Qualifications
Minimum
A Bachelor's degree from an accredited college or university with major course work in human resources administration, business, public administration or a related field, and three years of experience in human resources.

Desirable

Public sector, higher education, and/or community college experience.
Experience conducting compensation and salary studies, and performing classification analysis. Knowledge of:

principles, practices, laws, and regulations related to human resources management and administration, including recruitment techniques and strategies;
applicable federal, state, and local laws and regulations affecting employment and employment practices;
human resources management and enterprise resource planning systems;
principles and techniques of job analysis;
administration of position classification and compensation plans;
training techniques;
letter and report writing;
mathematical computations;
collective bargaining methods and practices;
interpersonal communications and public and human relations techniques;
high-level word processing, spreadsheet, and database functions. Ability to:

analyze situations and make decisions on procedural matters without immediate supervision;
gather, interpret and effectively analyze data and prepare accurate reports;
learn, apply and communicate complex concepts, regulations laws and policies;
maintain accurate, complex records; relate effectively with a wide variety of personalities and situations requiring diplomacy, tact and firmness;
effectively train others; function effectively as part of a team;
consistently meet deadlines;
communicate effectively in both oral and written form using appropriate and correct English spelling, grammar, and punctuation;
prioritize tasks and do several tasks simultaneously;
accurately and efficiently use a variety of word processing, spreadsheet and/or database programs to create/produce letters, reports, spreadsheets and other documents as needed to fulfill the requirements of the job;
efficiently use a variety of office equipment as needed to fulfill the needs of the job;
establish and maintain effective work relationships with those contacted in the performance of required duties. Physical Effort/Work Environment

Light to moderate physical effort in a primarily indoor working environment.
Occasional standing, walking, stooping, bending, and kneeling; periodic handling of lightweight parcels. Proof of Vaccination

40 hours per week/ 12 months per year

Monday-Friday, 8:00 am - 5:00 pm

Salary
Starting Salary: $8,073 (Step A) - $9,810 (Step F) per month, depending upon experience and qualifications + GREAT BENEFITS PACKAGE (no additional costs for benefits)
