The HR Manager plays a critical role managing all people-related aspects that align with the employment cycle of our employees, including but not limited to, recruiting, on-boarding, benefits administration including ADA, FMLA, CFRA, LOA and workers compensation administration, employee relations, managing the performance review cycle, and off boarding employees. The HR Manager formulates partnerships across the agency to deliver value added service to management and employees that reflect the business strategies and mission of the organization. As a key piece of our HR team, you will support initiatives and activities that support and maintain a positive agency culture. This position will report to the Region 2 Director, Human Resources Business Partner, and will be based at our Honolulu, Hawaii location.
HR Manager Job Description
  • Create an environment of positive employee relations; balance business needs with employee needs, establish trust and credibility with employees and be seen as approachable and fair.
  • Manage employee relations counseling and provide support to employees in various HR-related topics and resolve issues and conflicts.
  • Provide support and guidance to internal business partners, customers, and management when complex, specialized, and sensitive questions and issues arise.
  • Counsel facility managers on employee relation issues including but not limited to employee complaints, grievances, and investigations.
  • Maintain responsibility for compliance with federal, state, and local legislations pertaining to all labor matters.
  • Support recruitment within the organization.
    • Collaborate with hiring managers to understand skills and competencies required for job openings.
    • Review and provide feedback to managers during the pre-hire process.
    • Provide support to managers by participating in the interview process and skills assessments as requested by the hiring manager.
    • Support effective recruitment and hiring in accordance with the state, federal and JFCS guidelines.
  • Work with the HR Director in developing and implementing recruitment strategies and processes necessary to achieve organizational staffing objectives.
  • Work with HR and Payroll tracking all pay increases, active employees and reviewing the pre-process payroll register on a weekly basis.
  • Manage the routine functions and administration of employee leaves of absence process and coordinate pay and benefits continuation with the payroll staff. Maintain communication with the employees and the department managers throughout the leave process.
    • Coordinate and support ADA accommodation requests, following up with related documentation as needed, and serving as an information source for the employee.
  • Provide personnel policy and procedure guidance to employees and management.
  • Administer new employee recruitment, on-boarding and orientation.
  • Collect and produce data on HR metrics (new hires, headcount, termination, turnover, promotions, diversity, talent, performance management, etc.)
  • Assist with special HR projects and initiatives, including project management and ownership of key deliverables.
  • Provide support to other HR areas outside of core function as needed and to support the department’s strategy.

Required Education and/or Experience
  • Bachelor’s Degree in HR Management or related field required. PHR or SHRM-CP is desired but not required.
  • A minimum of 3+ years of increasingly responsible experience as an HR Generalist or Sr. HRG is required.
  • Current experience in managing leaves of absence and leave integration with Federal, State, and local ordinances preferred.
  • Ability to identify and resolve problems with solid business and accurate judgment.
  • Proven ability to work independently and make sound judgments on a day-to-day basis regarding assigned and ad hoc duties with very limited or absence of direction from the Director of HR.
  • Ability to handle confidential information with discretion.
