Basic Job Functions:

  • Familiarity with U.S. Coast Guard (USCG) and Department of Defense (DoD) contracting, with a focus on proactive identification and elimination of noncompliance risks
  • Preparation and submission of CDRLs for the Motor Lifeboat (MLB) Service Life Extension Program (SLEP) and Waterways Commerce Cutter (WCC) Program
  • Serve as Subject Matter Expert (SME) for contracts guidance on MLB SLEP contract requirements and Prime Contractor responsibilities as it relates to performance obligations
  • Assist in settling disputes regarding MLB and WCC contract interpretation, conditions, or compliance with legal requirements.
  • Oversee the contract change process, develop strategies for negotiation in alignment with company objectives and assist with negotiations for complex contracts.
  • Assist with proposal preparation for contract modifications and/or changes; execute non-disclosure agreements (NDAs) with suppliers, develop and implement terms and conditions in support of the Commercial Manager, and ensure modification requests are adjudicated rapidly
    • This position will work on the U.S. Coast Guard MLB SLEP and assist on the WCC Program as required.
Experience:
  • 3+ years’ experience in a contract management (or similar) role. Preferably for Government or Defense programs.
  • Experience preparing and submitting CDRLs, ECPs, and ECMs
  • Experience with various contract agreements to support broader business (NDAs, subcontractor agreements, supplier terms, etc.)

Education:

  • High School diploma/GED

Essential Functions & Responsibilities

  • Liaison between the MLB Program Directors and Commercial Manager to successfully enable employer to ensure compliance with MLB Contract requirements.
  • Ensure all CDRLs are prepared and submitted on time and in accordance with USCG requirements.
  • Provide input on USCG contract variation requests.
  • Prepare, submit, and assist in negotiation of initiated proposals, including contract modifications.
  • Develop and maintain close, strategic relationships with USCG program offices and respective contract officers.
  • Make recommendations on proposal and contract language for USCG communication.
  • Assist with MLB and WCC contract negotiations as required.
  • Independently lead and support proposal activities, prepare summaries, develop strategies and recommendations, and prepare documents for submission to USCG.
  • Perform all aspects of contract lifecycle processing including scope changes, contract amendments, delivery, and legal requirements.
  • Act as point of contact between employer and USCG for MLB for contractual matters.
  • Assist the Senior Contracts Manager with WCC contract deliverables as required.

Required Skills:

  • Excellent problem solving and analytical skills
  • Working understanding of the U.S. Government acquisition process, contract function, commercial contracting methods, FAR/DFAR/HSAR, and other regulations
  • Strong written and verbal skills.
  • Federal Acquisition Regulation (FAR) and its agency supplements training certification.
  • Ability to work independently with little supervision.
  • Strong interpersonal relationships with peers, senior management, and external contacts regarding the role’s functional areas of expertise.

Working Conditions

  • This role may require travel initially but will reduce to ~10% after onboarding.
  • As we operates marine manufacturing facilities, there may be exposure to dust, fumes, airborne particles, temperature extremes, and elevated noise levels. All health, safety, environment, and quality policies must be followed to protect yourself, your work colleagues, and the environment.
  • Employees must regularly lift and/or move up to 25 pounds, and frequently lift and/or move more than 50 pounds.
