Labor Relations Assistant
The purpose of this job is to provide administrative and litigation support to both the Vice President and Director of the Labor Relations Department to accomplish the efficient management and resolution of labor issues, grievances, arbitrations, and litigation.
Maintain the Corporate Labor manual and database files of employee discipline, grievances, and arbitrations.
Generate regular and ad hoc historical, grievance, arbitration and disciplinary status reports out of Labor Soft.
Compose memos, reports, and presentations from draft or verbal direction and prepares meeting and hearing agendas, as needed.
Coordinate regular monthly union/management meetings including Wage and Salary Committee, Labor Council, Legal/Labor, and Union Officers meetings; assist with the preparation of required agendas, meeting documents, and other proceedings records; records, maintains and distributes minutes.
Gather supportive information/documents for grievances, arbitrations, and litigation.
Coordinate administrative labor agreement grievance processes required to accompany grievance proceedings through arbitration including but not limited to:
Preparation, and maintenance of related records, exhibits, documentation, etc.
Assisting with follow-up relative to grievances filed by employees.
Tracking process for grievances from the filing stage through final resolution.
Maintaining committee proceeding notes and historical records of each grievance.
Coordinate “Second Step” Grievance Hearings, including scheduling Department Managers, Union Officers, and Departmental Union Representatives.
Process “Second Step” recommendations and answers, including follow up on necessary action by Departments.
Maintain Grievance, Litigation Cost, and Union Business Tracking Systems and oversight of repayment reports.
Prepare for and assist with grievance process, including meeting with union personnel, preparation of meeting notes, and coordinating proper follow-up materials.
Prepare studies, reports, and analyses in areas such as budgets, requirements relating to the CBA, statistical reports, and business forecasts.
Establish databases of pertinent information for use in analyzing plans, and proposals.
Liaison with Company Executive Staff, Department Managers, Attorneys (internal and external), Courts and other outside agencies, including City of Philadelphia Departments, Unemployment Compensation and Workers Comp Agency.
Process invoices for payment through the Oracle system.
Compile information and statistics on CBA proposals for management.
Perform other special projects and assignments as requested.
Qualifications:
Bachelor’s Degree in Business or Human Resources. Concentration in Legal Studies preferred.
2 to 3 years general office practices, preferably in a Human Resources Department and union environment.
General knowledge of Human Resources regulations such as Civil Rights Act of 1964(Title VII), Fair Labor Standards Act (FLSA), Health Insurance Portability and Accountability Act (HIPAA), Employee Retirement Income Security Act (ERISA), Section 125 Family and Medical Leave (FMLA), American with Disabilities Act (ADA), etc.
Must be a well-organized and result oriented individual who is persistent in pursing issues to a positive conclusion.
Must have excellent verbal and written communication skills with the ability to build long-term constructive and cooperative working relationships with all levels of staff including union and non-union workers, vendors, management and outside agencies.
Must be proficient in the use of Microsoft Office Suite, and Oracle Financials.
General knowledge of LaborSoft ® or similar HR employee relations case management software.
