DIVISION OF FAMILY SUPPORT SERVICES/FOSTER CARE

Position: Licensing Representative

Qualifications: Bachelor's degree in Human Service or related field, and at least one year experience in foster care. Must have daily use of a reliable car and valid Driver's License. Must pass Child Care Act, Foster Family Home Licensing Exam, CERAP exam and Illinois Licensure exam within the first six months of employment.

Purpose: Performs functions to recruit, orient, assess and monitor prospective and current foster families.

Essential Responsibilities:

1. Recruit prospective foster family applicants and conduct orientation meetings. Respond to telephone inquiries regarding foster parent licensing.

2. Initiate licensing process by providing the applicant with necessary documents and when completed, forward forms to Springfield.

3. Assess family home environment, financial readiness, family relationships, supports, references, and motivations. Recommend licensing supervisor approval or denial of foster family license in accordance with DCFS Rule 402.

4. Inform foster families of their responsibilities and CARC responsibilities by providing a foster parent handbook and signing the foster parent agreement.

5. Complete CFS590 Compliance Record for Foster Home via home site visit observations.

6. Complete written home study and/or home study update to attach to recommendation document.

7. Maintain the licensing files/or licensing section of Foster Parent Records for each home and develop mechanism to track expiration date and compliance visits.

8. Maintain close communication with DCFS licensing office to maintain efficient flow of the licensing process and procedural updates. Attend DCFS Licensing training sessions.

9. Maintain a schedule of twice yearly monitoring visits to existing licensed homes for continued compliance.

10. Inform licensing supervisor and child welfare worker of any unusual activities or problems affecting the licensing compliance of a home.

11. Assist in coordinating and document training for foster parents.

12. Responsible for carrying and responding to assigned pager on a 24 hour basis.

13. Perform other related duties as assigned.
