TASK DESCRIPTION


The Maintenance Controller for the Modification Kits, Helicopter Recovery, Augmentation, Components, and Engines (KRACEn) site at NAS Patuxent River, MD provides CH-53K Aviation Organizational “O”, Limited Intermediate "I", and Limited Depot "D" Level Maintenance Support for aircraft assigned to HX-21. Also provides daily oversight of all functional and operational activities of aircraft and assists the Site Manager with daily operations to meet contract requirements. Coordinate and supervise technical and administrative operations and all other aspects of support program to ensure timely availability of weapon systems to meet specified operational requirements. Ensure Contractor Maintenance Support (CMS) services meet or exceed contract performance requirements. Provide expertise and advice on technical, and logistical matters and the effective use of CMS efforts. Coordinate maintenance program IAW all applicable DOD maintenance management documents and directives.


Skill and Knowledge: Shall have the ability to troubleshoot malfunctions in various aircraft systems and be able to perform general Organizational Level maintenance and possess one or more of the specialties of the assigned aircraft below:

Airframe/Structural, Landing Gear, Launch/Arresting, Wing/Pylon Fold, Hydraulic/Pneumatic, mechanical Flight Control Systems, Power Plants and related Sub-Systems, Fuel and Air Systems, Hydraulic/Pneumatic Systems, Rotor Systems, Flight Control Systems, Transmission Drive Systems, Avionics/Electrical Systems and related Sub-Systems, and Aircraft Logs and Records Administration

  • Must be knowledgeable of technical directives, NAMP programs, and shall be knowledgeable of and understand basic supply procedures.
  • Maintenance Controller shall have experience writing with clarity and technical accuracy, and exhibit leadership and ensure adherence to all applicable policies and procedures.
  • Possess a high degree of expertise in the control and coordination of aircraft maintenance.
  • Thorough working knowledge of applicable maintenance/technical manuals and publications.
  • Thorough working knowledge of aircraft maintenance records.
  • Working understanding of the aircraft and aircraft systems.

Responsibility: Performs requirements in accordance with the procedures established in the PWS. Performs diagnosis and corrective actions, disassembles, inspects, evaluates, and accomplishes necessary repairs, lays out work according to technical instructions and technical directives. Determines what repairs, modifications, and part replacements are required. May be required to verify work performed by another for which he/she is qualified to perform.


TASK REQUIREMENTS


  • Provides daily oversight of all functional and operational activities of aircraft and assists the Site Manager with daily operations to meet contract requirements.
  • Performs Maintenance Control duties
  • Familiar with duties assigned to all personnel within the Maintenance Control Work Center. Process Visual Information Display System/Maintenance Action Forms (VIDS/MAF) from aircrew or maintenance technicians in accordance with OPNAVINST 4790.2 Series, Navy, and Company Instructions.
  • Screens completed VIDS/MAFs for correct entries and data. Maintain Aircraft Discrepancy Book (ADB) in accordance with OPNAVINST 4790.2 Series.
  • When qualified and assigned by the Maintenance Control Supervisor, assists in scheduling aircraft into the maintenance program to ensure maximum availability of assets.
  • Coordinates the daily flight schedule and configuration requirements with duty and applicable work centers.
  • Coordinates and screen Daily/Turnaround and special inspections as well as component and hi-time requirements to ensure aircraft are current for the flight schedule.
  • Performs duties as Liaison with base personnel for other requirements to include but not limited to fueling / defueling operations, fire department and etc.
  • Perform preflight, thru flight, and post-flight maintenance inspections, launch and recover aircraft, and Preventive Maintenance Daily Inspections.
  • Performs aircraft maintenance functions of the Line, Corrosion Control, and Aircraft Organizational Level maintenance
  • Scheduled and unscheduled maintenance support for assigned CH-53 aircraft
  • Performs inspection, disassembly, repair, servicing, TD compliance, modification, assembly, corrosion control, preservation/de-preservation
  • Maintain aircraft and aeronautical equipment to continuously support the assigned readiness posture outlined in in the activities plan and daily flight schedule
  • Aircraft maintenance action documentation via logs, records, forms, and electronic means
  • Troubleshoot malfunctions in aircraft structure, landing gear, pneumatic, hydraulic, ventilation and heating, flight surfaces and controls, dynamic components, and powerplant systems.
  • Use hand tools, power tools, machines, specific and general aviation test measurement and diagnostic equipment, and sets kits and outfits (SKO).
  • Inspect, repair, replace, and rebuild aircraft components/sub components to include rigging of flight control.
  • Read and interpret manufacturers' maintenance manuals, service bulletins, technical data, engineering data, and other specifications to determine feasibility and method of repairing or replacing malfunctioning or damaged components.

  • Perform general housekeeping and organization of workstation(s), shop(s), maintenance facility to provide a clean, safe, and FOD free environment
  • Perform shift work and/or overtime as required
  • Perform phase, scheduled, unscheduled, periodic, and other hourly or calendar inspections.
  • Requisition repair parts, materials, and consumable supplies through military supply system.
  • Performs other duties as assigned.


PREFERRED QUALIFICATIONS


  • Extensive knowledge of Naval Aviation Maintenance Program (NAMP) with a minimum of 15 years’ experience and 10 years’ experience supporting CH-53 aircraft.
  • Eight years as a Maintenance Officer or senior maintenance NCO responsible for Naval Aviation Maintenance Program (NAMP) with a minimum 8 years of experience supervising aircraft maintenance support requirements or civilian equivalents.
  • Maintenance Controller with four (4) or more years previous documented “Safe for Flight” authority on the CH-53.


BASIC QUALIFICATIONS


  • A minimum of eight (8) years’ experience in the aviation maintenance field. At least four (4) years’ experience in a management/supervisory position.
  • Must have been a Maintenance Controller for minimum of two (2) years with previous documented “Safe for Flight” authority. -
  • Must have completed the Naval Aviation Maintenance Control Management for Optimized Organizational Maintenance Activities (OOMA) course (C-555-0053) or both the Naval Aviation Maintenance Control Management course (D or E-555-0040) and the Naval Aviation Officer and Senior Supervisor NALCOMIS OOMA Familiarization course (D or E-555-0054).
  • Must have knowledge of computerized maintenance programs (OOMA)
  • High school diploma or equivalent General Educational Development (GED) certificate
  • Maintenance Controller shall possess required training, qualifications, proficiency, and security clearances and satisfy all access requirements prior to commencement of work.
  • Must be able to work scheduled shifts as assigned.

Compensation

$86,000 to $92,000/year
