POSITION DESCRIPTION

Title: Maintenance Specialist

Office Location: St. Helens, Oregon

Work Locations: Clatsop, Tillamook and Columbia Counties, Oregon

Position Classification: Program Specialist II - Non-Exempt

Position Supervises: None

Position Reports to: Asset & Property Manager, with Maintenance Supervision

Position Coordinates effectively with: CAT Executive Director, Community Investment Program Managers, staff in the Community and Human Investment departments, our internal and external partners/funding agencies, and others as relationship are developed.

Salary: Program Specialist II ($16.61-$28.41/hour)

Hours Worked: 1 FTE position with the majority of work done between 8:30-5:00. There may be occasional evening and weekend requirements for meetings and/or service delivery.

Position Summary:

The Maintenance Specialist is responsible for performing maintenance operations at Community Action Team's apartment complexes and single family homes in St. Helens, Scappoose, Vernonia and Cannon Beach, at designated commercial buildings, and other Community Action Team properties. Work locations will be assigned by supervisor. Responsibilities will include maintaining common areas, including sidewalks, entryways, and laundry rooms. Will be responsible for minor and major maintenance including general plumbing, electrical, carpentry, and turnover cleaning/painting. Will efficiently complete maintenance work orders, working with property management (employees and contractors) to assure quality services to the properties, occupants, and other users.

The position will also be responsible for performing minor repairs and minor rehabilitation projects for the Community Investment Department's Rehabilitation, Weatherization, Lend-a-Hand, and Healthy Homes programs as assigned by supervisor.

Will also work with CAT’s Construction Supervisor on all Community Action Team's buildings and Self Help housing units, performing other duties, as assigned.

Major Duties & Responsibilities:

  • Perform maintenance operations at apartment complexes, single family homes, and at designated commercial buildings.
  • Responsible for the efficient completion of maintenance work orders, including: Maintaining building performance
  • Common areas
  • Landscaping
  • Light plumbing and electrical maintenance
  • Painting
  • Cleaning
  • Installation of floor coverings
  • Carpentry
  • Drywall (patching and texturing)
  • Facilitate communication linkages between property/site managers and tenants.
  • Work with other CAT staff to facilitate the delivery of services.

Other Duties and Responsibilities:

  • Perform minor repair and minor rehabilitation projects for the CAT Community Investment's Lend-A-Hand and Healthy Homes Programs including:
  • Carpentry tasks, including the installation of landings, stairs, and HCP accessibility ramps
  • Installation of handicapped equipment, including grab bars
  • Various minor home repairs
  • Attend trainings relevant to maintenance operations.
  • Keep current on latest maintenance operations techniques.
  • Attend staff and agency meetings as required.
  • Other duties as assigned.

Qualifications:

  • Ability to interface with a variety of people, including CAT staff, external individuals, and other agencies.
  • Knowledge of construction processes and techniques.
  • Ability to provide and work with common tools.
  • Ability to work effectively and efficiently with minimal supervision.
  • Timely completion of work.
  • Good interpersonal skills are essential.
  • Ability to work on designated weekends.
  • Valid State of Oregon Driver's license

  • The work conditions described below are representative of those that are typical of the job and must be met by an employee to successfully perform the essential functions of this job.
  • The homes are in disrepair and may contain lead paint and asbestos.
  • Work is often performed in tight spaces like attics and under floors; they are very dusty, dirty, moldy, and muddy.
  • There can be snakes, spiders, rodents, and other animals in areas where work is performed.
  • Power tools that are loud and cause flying debris are used.
  • Work is performed outside in all types of weather conditions including but not limited to high and low temperatures, wet and/or humid conditions.
  • Many of the clients served have special needs that require adaption of a communication style to meet their needs.
  • While performing the duties of the job, the employee is required to stand; walk; use hands to handle, feel, or operate objects, tools, or controls; reach with hands and arms; sit; climb or balance; stoop, kneel crouch, or crawl; talk or hear; and smell.
  • There is continuous mental/visual demand for constant alertness or activity that requires hand/eye coordination.
  • The position requires frequent lifting and/or carrying of objects weighing up to 25 pounds with occasional lifting and/or moving of 50 pounds.
