POSITION: MAINTENANCE TECHNICIAN
DEPARTMENT: SOLID WASTE
REPORTS TO: DIRECTOR OF SOLID WASTE AND CONSTRUCTION AND

MAINTENANCE SUPERVISOR

The purpose of this job is to provide general maintenance, repair, construction, and grounds keeping for the Solid Waste Department as well as for Public

Works. Duties include but are not limited to: maintenance and repair of all trash compactors and buildings at Carroll County convenience centers, general repair and maintenance at the Carroll County Transfer Station as well as the Carroll County Fire Stations. In addition to these construction type duties, this position also includes the supervision of activities of inmate laborers and performing other duties and responsibilities as assigned.

This position is a full-time position. By signing the job description, the employee agrees and understands that this position is covered by Civil Service.

The following duties are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. In order to qualify, applicants should possess the following knowledge, skills, and abilities to:

  • Assist in preventative maintenance, repair and construction at all Carroll County Convenience Centers, the Carroll County Transfer Station and the Carroll

County Fire Stations including electrical, plumbing and carpentry work, utilizing proper tools and equipment. This may include painting, welding, and general building maintenance.

  • Provide overall direction for assigned inmates on all general maintenance and construction activities for the Carroll County convenience centers, the

Carroll County Transfer Station, and the Carroll County Fire Stations.

  • Center upkeep: includes grass cutting, weed eating, pruning trees and bushes, and working to maintain a tidy appearance at all centers. This may include picking up trash off the ground at Carroll County convenience centers and the Carroll County Transfer Station.
  • Responsible for the security, safety, and performance of any assigned personnel, which includes but is not limited to complying with appropriate policies regarding safe and secure inmate work details.
  • Assist and/or manage special projects by consulting, planning, organizing, and prioritizing daily work assignments and responsibilities with limited supervision to meet the goals and objectives of the department. Prepare and submit weekly schedule for maintenance and report of work completed.
  • Must be able to make decisions outside the presence of a supervisor.
  • Respond to questions, complaints, and requests for information by telephone, in person, or by mail from employees, supervisors and department heads.
  • Respond to and correct situations that arise regarding maintenance issues.
  • Train inmates assigned to specific details.
  • Transport inmates to and from work assignments.
  • Communicate effectively, both orally and in writing.
  • Perform other duties as required.

Preferred education and experience: High School diploma (or GED) required with three to five years of general maintenance/construction experience preferably within a local government (or related) -OR- any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities to perform the essential functions of this job.

Once employed, must attend the first Non-Security Detail Class offered for training on inmate transport; must attend the annual renewal course for this training.

Special Requirements Possession of a valid driver’s license. Ability to drive and operate the department’s assigned vehicles and equipment in a safe and efficient manner. Must keep this license current while employed. Attendance at any county sponsored safe/defensive driving course is mandatory when offered.

(ADA) Minimum Physical Qualifications or Standards Required To Perform Essential Job Functions: Must be physically able to operate a variety of departmental equipment and tools. Must be able to use body members to work, move or carry objects or materials. Must be able to exert up to fifty (50) pounds of force occasionally, and/or up to thirty (30) pounds of force frequently. Physical demand requirements are at levels of those for active/medium work. Must be able to lift and/or carry weight of fifty (50) pounds.

SALARY: Commensurate with Experience
