The ideal candidate will have extensive experience in the construction inspection of structural concrete placement, structural welding, coating of potable water appurtenances, mechanical, electrical, plumbing, and control equipment installation as well as testing for water facilities; be able to maintain accurate project documentation; and demonstrate diplomacy and considerable field judgment.

INTRODUCTION: Human Resources will screen applications and supplemental questionnaires. Candidates possessing the strongest skills and experience for this position will be forwarded to the hiring department for further evaluation and to determine who will be invited to the formal interview process. The candidate hired will be required to pass a drug screening, background check and may be required to pass a job-related physical evaluation.
GENERAL PURPOSE
Under minimal supervision, performs detailed inspections of multi-disciplined, technically advanced and specialized public works, waterworks and utility construction projects; interprets plans, details and specifications to ensure construction and contract compliance; prepares detailed project inspection reports; initiates the change order process; and performs other duties as assigned.
DESIRED MINIMUM QUALIFICATIONS
Knowledge of:
Laws, statutes, codes and ordinances governing water facility construction projects including ACI, NEC, AWWA, ASTM, UBC, CRSI, NFPA, federal, state, county and city regulations; common engineering construction methods; reservoir and water system distribution, operation, installation and procedures; District administration policies and procedures; proper usage of waterworks construction materials and equipment; safety requirements and procedures pertaining to work practices; theories, principles and practices of engineering, hydraulics, electronics, chemistry and mathematics, including algebra, geometry and trigonometry; earthwork, asphalt paving and concrete construction principles, methods and techniques; surveying principles, methods and techniques; compaction principles, methods and techniques; pipe welding and weld testing requirements; mechanical equipment inspection; and paint/coating inspection; electric wire, conduit, electrical metallic tubing, cable tray and cable materials and terminology; electrical and telemetry principles, circuits, devices and systems.
Ability to:
Exercise considerable judgment and diplomacy in field conditions; analyze, interpret, prepare and make recommendations on complex water facility construction plans, specifications, drawings, sketches, diagrams and codes; operate and use common electronic, construction, surveying and drafting tools including hydraulic well pumps, electronic locators, electronic multimeters, cameras, two-way radios, valve books and keys, valve clean out wrench, aperture card viewer, pipeline and underground utility locators, pressure gauges, flow meters, compaction and concrete testing equipment and nuclear density gauges; make quantity calculations and prepare estimates; inspect routine and difficult engineering construction; enforce and interpret regulations with firmness, tact and impartiality; record and design accurate and neat sketches during on-site field inspections; perform field tests following precise procedures and interpret observations and test results to determine acceptability; coordinate necessary work between several entities; establish and maintain effective working relationships with contractors, property owners and the public; work independently in the field.
Training and Experience:
A typical way of obtaining the knowledge, skills, and abilities outlined above is graduation from high school or G.E.D.; and five years of experience in waterworks construction inspection in the area(s) of specialization and advanced technical emphasis on civil, structural, mechanical, electrical, electronics/instrumentation and hydraulic principles and disciplines involved in complex distribution system construction; or an equivalent combination of training and experience.
Licenses; Certificates; Special Requirements:
A valid Nevada driver’s license and the ability to maintain insurability under the District’s Vehicle Insurance Policy.
The following certifications are required:
Troxler Certification
American Concrete Institute Certification as Concrete Construction Special Inspector
Nevada State Water Distribution Operator, Grade II or AWWA Water Distribution Operator, Grade II
ACIA Registered Construction Inspector, Division I – Engineering or Division IV – Public Works
and one of the following:
International Code Council (ICC), Mechanical Inspector
ICC Electrical Inspector
ICC Structural Steel and Welding Special Inspector
The Instrumentation Systems and Automation Society (ISA), Control System Technician, Level II
