THE POSITION


Washington County's Health and Human Services Department is seeking a Management Analyst I to join our team. The Management Analyst I will provide support for specific projects related to contract management, grant compliance and reporting, and invoice management. Additionally, this position will create processes, tools, and systems for contract and funding projects to ensure the most efficient and accountable approach. This position will support the public health division, primarily funded through the American Rescue Plan Act (ARPA), including work on the COVID Response Team. This position is eligible for a hybrid work schedule with remote work up to 5 days per week; however, the incumbent must live within the state of Oregon or Washington and be able to report to the office in Hillsboro, Oregon for an in-person meeting once a month.

This is a limited duration, full-time position funded through 06/30/23 with the possibility of an extension.

The ideal candidate possesses strong skills in analytical tracking tools such as Excel and Smartsheet; experience working on projects involving federal funding/grants such as American Rescue Plan Act (ARPA); the ability to manage complex projects involving many moving parts and team members; and knowledge of process improvement. They also enjoy working in a team environment, be a problem solver, show attention to detail, and demonstrate a passion for Public Health.

Primary duties may include, but are not limited to:
  • Manages invoice submissions for ARPA-funded contracts and process for payment in applicable coordination with Financial Analysts.
  • Creates and manages tracking tools to report on budget outputs for ARPA contracts.
  • Supports with ARPA reporting processes through creation of tools and information systems.
  • Reviews Public Health contracts and amendments for accurate documentation and facilitates submission.
  • Collaborates across departments and teams to fulfill duties.
  • Maintains knowledge of allowable funding activities in alignment with Federal Treasury Expenditure Categories.
  • Processes expenditure authorization and reimbursement requests in alignment with internal policies and procedures.

MINIMUM QUALIFICATIONS

Education and Experience:


  • Possession of a Bachelor's Degree in public or business administration, finance, economics, statistics, accounting or a related field that provides the required knowledge, skills and abilities; OR
  • Possession of an Associate's Degree in public or business administration, finance, economics, statistics, accounting or a related field that provides the required knowledge, skills and abilities; AND two (2) years of responsible professional work experience in administrative, operations, budgetary, financial, or similar analysis; OR
  • Four (4) years of responsible work experience in administrative, operations, budgetary, and similar analyses.

This is a non-represented position and is not covered by a collective bargaining agreement.

Regular and limited duration full-time employees working 30 hours or more per week and job share employees are eligible for benefits beginning on the first of the month following employment.
