WANTED: The City of Napa is seeking an outstanding professional with experience in grant reporting and compliance, who possesses a strong attention to detail and excels at meeting deadlines and is highly motivated to lead grant management functions in the Housing Division.

The Housing Division is seeking applicants for one (1) Management Analyst I/II opening to oversee all grant management, compliance, and reporting activities.

The Housing Division is part of the City Manager’s Office and manages all activities related to affordable housing, homeless services, and the Housing Authority of the City of Napa including the Housing Choice Voucher Program, Community Development Block Grant, and a variety of State funding sources. This Management Analyst I/II position will perform a variety of challenging, complex, detailed and highly responsible administrative and technical duties in support of the grants and funding allocations dedicated to the Housing Division. The Management Analyst I/II - Grant Reporting and Compliance will be responsible for a variety of duties including:
  • Supervising the development of contracts and agreements with outside agencies governing the use of grant funds
  • Verifying Federal deadlines for submitting reports
  • Providing detailed responses to requests for information from City Council, outside agencies and the public
  • Preparing news information materials for distribution to the community regarding entitlement funding activities
  • Preparing recommendations for annual grant and program budgets, and annual performance report of activities
  • Maintaining accurate records to ensure compliance with program requirements imposed by Federal and State grant programs
  • Coordinating request for proposal process for sub-granting of federal entitlement grants funding, and assists with the evaluation of proposals
We are looking for a team player with strong communication and collaboration skills who has expertise in grant management and working with state and federal granting agencies. Applicants with experience working with Federal and State grant programs in a similar setting for a local government agency are encouraged to apply! Experience in working with housing programs and/or Community Development Block Grant funds is highly desirable.

This recruitment and examination is being conducted to fill one (1) full-time vacancy and may be used to fill similar future full-time vacancies as they occur during the active status of the employment list. The active status of this employment list will be at least six (6) months unless abolished sooner or extended beyond that date in accordance with the Civil Service Rules.

Positions in this classification are flexibly staffed. This position may be appointed at the I or II level depending upon qualifications and experience.

What happens next?

  • Based on the City Charter, the final phase of the selection process is the Probationary Period, which in most cases is six (6) months, but may be twelve (12) months depending on your classification.
  • When three or fewer candidates are available, the testing procedures outlined in the Job Announcement may be waived by the Human Resources Department.
