Working supervisor-performs professional work directing and supervising the medical records team related to records management, scanning, retention schedules and limited medical transcription. Will also provide and lead the team in delivering quality customer service to internal and external programs and agencies with respect to medical record functions of document imaging, maintenance of patient records and supporting the functions of completing request for medical record information pursuant to state and federal guidelines/criteria for disclosure. Position will also play a key role in relationship building with all COMCARE programs, participation in the development and compliance with medical record guidelines related to workflow and timeliness for task completion, as well as problem solving issues related to medical record functions. Tracks and exchanges information with the district court with regards to court ordered competency evaluations.

Personnel Management
Oversee day-to-day operations of medical records area.
Makes hiring recommendations, supervises and evaluates program staff.
Provides training, leadership and coaching to staff.
Ensures compliance with regulations and policies for medical records and protected health information.
Promotes a culture of customer service excellence and continuous quality improvement.

Manage Team Response to Record Requests
Serve as lead in managing the record request process from start to finish.
Assist consumers, clients, and external entities with release and record request issues by phone or in person.
Review authorizations disclosing records to assure they meet state and federal requirements.
Track and approve payment for storage of and retrieval of records.
Work with county records to designate record series for destruction pursuant to record retention guidelines.
Consult with County legal counsel regarding legal documents and complex record requests.

Other Administrative Record/Organizational Support Functions
Assures timely sorting, scanning and indexing of all documents that are received.
Process court orders/subpoenas.
Print records for audits and other special requests.
Conduct reviews of various news sources for clients in the news.
Provides support to the Director of Quality and CCBHB as needed.
Transporting boxes of scanned documents which includes driving to and from pick up locations.
Rotation of interoffice mail drop and pick up.

Minimum Qualifications: Bachelor’s degree from an accredited college or university in Public, or Business Administration, Political Science or a related field. Experience managing multiple projects with varied timelines. Familiarity with state and federal privacy standards related to protected health information. Three years’ experience in progressively responsible and varied office management of staff work in a public or private organization including experience in personnel management, budgeting or procurement or any equivalent combination of training and experience which provides the required knowledge, skills, and abilities. Must have a valid Kansas Driver’s license and current proof of automobile insurance. Must be able to safely operate a motor vehicle and meet driver qualification standards as set forth in Sedgwick County’s Fleet Vehicle Operation and Usage policy. Meet the specifications as outlined in the CMHC/CCBHC licensing standards and pass KBI, DCF child abuse check, adult abuse registry, and motor vehicle screens. Must complete orientations provided by Sedgwick County and COMCARE. In order to comply with the requirements of the federal health care staff COVID-19 vaccination mandate, all employees of COMCARE and the Health Department must be fully vaccinated. Preferred Qualifications: Supervision experience. Knowledge of local government record retention schedules.
