MassHealth, the Massachusetts Medicaid agency, is seeking a skilled Project Manager to organize and manage multiple work streams and sub-initiatives to support the transition of One Care, a comprehensive integrated care program for dual eligible adults with disabilities, from a demonstration to new federal authority; e.g. from a program of Medicare-Medicaid Plans (MMP) to Dual Eligible Special-Needs Plans (D-SNP) with companion Medicaid managed care plans. The transition work includes all related policy development, procurement development, work streams, and implementation activities.


The Project Manager will need to rely on Medicare and Medicaid policy and program knowledge, as well as Medicare-Medicaid integration knowledge, to effectively anticipate, identify, and plan for issues that must be reflected in work plans. The Project Manager will direct a variety of strategic Medicare-Medicaid integration projects in coordination with Integrated Care team management, OLTSS senior staff, various MassHealth teams, and MassHealth leadership. The MMP to D-SNP transition initiative is complex, cross-functional, highly impactful to members, time-sensitive, and high risk.


The Integrated Care Team is responsible for MassHealth’s integrated care delivery systems: One Care, the Program of All-inclusive Care for the Elderly (PACE), and Senior Care Options (SCO), which primarily serve individuals eligible for Medicare and Medicaid (dual eligibles). This team is in a hybrid work environment, including as part of the Commonwealth’s Modern Workplace initiative.

Skills or prior experience in policy and program analysis, interpreting and applying federal and state laws and regulations, effective communication, collaborating in a team environment, and government are strongly preferred.


Duties and Responsibilities (these duties are a general summary and not all inclusive):

The Medicare-Medicaid Transition Project Manager will report to the Director of Medicare-Medicaid Integration Policy and will collaborate closely with Integrated Care leadership and team members.

  • Lead Project Management: Lead overall project management for MMP to D-SNP Transition and related Medicare-Medicaid integration strategic projects for MassHealth Integrated Care (e.g. health plan and other procurements), including: maintaining work plans, project plans, and timelines; and facilitating and organizing cross-functional teams necessary for various simultaneous work streams. Developing decision memos, briefings, and other project documents using input from program and policy experts and staff, and organizing and facilitating communications will be key tasks.
  • Apply Program and Policy Subject Matter Expertise to Operations and Implementation Activities: Identify and manage tasks to support operations changes and implementation of federal authority changes and related health plan model changes. Collaboration with lead experts in various areas of MassHealth and developing a working set of knowledge of Medicare-Medicaid integration requirements, D-SNP requirements and processes, and Medicaid managed care requirements and processes will be necessary to support and facilitate policy and program development tasks, operational changes, and implementation planning related to the transition.
  • Engage with Stakeholders: Directly engage with, and support subject matter experts and MassHealth leads in engagement with stakeholders, including consumers and members, advocates, plans, providers, sister state agencies, and other oversight and interested groups/constituencies. This may include leading interviews and meetings, organizing and developing agendas and materials for stakeholder discussions, and handling logistics, including through vendors, as well as facilitating external messaging.
  • Manage Contracts, Vendors, and Other Resources: Manage large-scale, strategic contracts necessary to support and resource key projects and workstreams. This includes vendor procurement tasks and contracting, developing, and managing vendor scopes of work and project plans, managing timelines and deliverables, and strategic planning for contracts and procurements.

Preferred Qualifications:

  • Excellent analytical and problem-solving skills
  • Excellent writing, presentation, facilitation, and communication skills.
  • Excellent organization skills, including ability to manage time, to set priorities and to work under time constraints.
  • Hands-on experience using and presenting information in Microsoft Word, PowerPoint, and Excel, and familiarity with Tableau, Microsoft Teams, and Microsoft Project.
  • Hands-on experience writing justification letters, contracts, requests for response (RFRs), and other business documents.
  • Ability to create quality presentations, reports, training materials, and documents (e.g. executive summaries, draft reconstitution procedures, etc.).
  • Knowledge of health care delivery and payment systems, policy analysis, Medicaid, Medicare, eligibility, payment, quality, disability policy, elder care, or long-term care.
  • Familiarity with state and federal legislative and rule-making processes, and with health care-related legislation and policy issues.
  • Experience working with cross-functional areas and teams.
  • Passion for public service.
  • Ability to work independently and collaboratively, including establishing and maintaining effective working relationships.
  • Comfort with ambiguity and providing structure to ambiguous problems
  • Ability to take ownership of workstreams with high-level direction and guidance
  • Ability to provide structure and process management to the projects
  • Experience developing and controlling a project plan and coordinating resources to accomplish project objectives and monitoring project status.
  • Degree in a related field, especially health or social policy, public administration or public policy, public health, law, social work, criminal justice, political science, management, or economics

Qualifications
MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.
