Job Responsibilities

Inspects hazardous waste accumulation points for accumulation start dates, record keeping and overall compliance with RCRA and state hazardous waste laws to determine compliance. Determines correction action for cases of violations of Federal or State laws at satellite and central hazardous waste accumulation points and ensures that recommended actions are taken. Responds to and completes required actions for Notice of Non-Compliance in cases involving findings or enforcement actions from regulatory audits. Trains accumulation point monitors in proper container labeling and verifies adequacy of markings during hazardous waste shipments in accordance with 49 CFR (DOT) and 40 CFR (EPA) regulations. Turns in hazardous waste to the 90-day accumulation site. Prepares required shipping manifests and documents for hazardous waste shipments and verifies delivery line items with the contractor and the Defense Logistics Agency Disposition Services (DLA) as the government Contracting Officer Representative (COR). Samples and analyzes testing results for wastes to determine hazardous characteristics in a waste stream, and correctly assigns the Environmental Protection Agency (EPA) identification numbers for the waste. Tracks the level of the used deicing fluid collection tank. Serves as the environmental representative to the Spill Response team and makes recommendations to emergency response agencies regarding personnel safety and proper response measures for a wide variety of chemical and controlled substance releases and spills, including petroleum products, sanitary and storm sewer discharges, calcium hypochlorite, and other hazardous chemicals. Conducts internal environmental compliance audits and surveys as part of the Environmental Inspection Process. Writes/revises the base Hazardous Waste management Plan and Pollution Prevention Plan, and also provides input for the base Spill Prevention, Contingency and Countermeasures Plan. Makes input to the IL Environmental Protection Agency (ILEPA) for revisions of Administrative Rules that effect programs under his/her purview. Performs statistical analyses for hazardous and solid waste generation for both Federal and State agencies. Analyzes point source and non-point source pollution sources, and makes recommendations for pollution abatement.

Samples point source discharges base-wide and evaluates laboratory data to determine compliance with the pre-treatment limitations listed in the National Pollutant Discharge Elimination (NPDES) permit. Identifies sources of wastewater contamination/pollution and makes recommendations for better management practices to eliminate pollution sources.

Serves as the Environmental Office representative for all projects. This includes communicating environmental concerns to project managers, coordinating Requests for Environmental Impact Analysis (AF Form 813), working with the Contracting Officer to ensure environmental clauses are included in contracts, and attending all construction meetings.

Performs other duties as required or assigned by management relative to all phases of environmental quality and control.

Minimum Qualifications

Requires the completion of four years of college with coursework in physical, life, or environmental science with one year of professional experience in environmental waste management or related field, or a master’s degree in a related field.

Requires working knowledge of modern inspection and investigative techniques and procedures.

Requires working knowledge of State and Federal laws, rules, and regulations pertaining to environmental protection or pollutant abatement

Knowledge, Skills and Abilities

Daily use of computer databases, spreadsheets, word-processing, presentations, graphics, internet and other computer applications.

Perform physical activities such as lifting, bending, and other routine exercises required for sampling of chemical containers, oil-water separators, storage tanks, air emissions sources, wastewater discharges, movement of drums, etc.

Training for and wearing of appropriate personal protective equipment (PPE); including proper filters, respirators and skin/eye protection based on chemicals that the installation uses.

Exposure to potentially hazardous chemical and requires a working knowledge of proper industrial hygiene practices and the Hazard Communication (HAZCOM) system as outlined by OSHA as a part of daily duties

Conditions of Employment

Requires active or retired (20 years) membership in the Illinois National Guard or retired (minimum 20 years) US Armed forces, if last duty assignment was with the Illinois National Guard.

Requires the ability to pass a DoD background investigation and obtain a DoD Common Access Card (CAC) prior to hire or transfer.

Requires valid driver’s license.

Position Posting/Marketing Statement

Under direct supervision of the Base Environmental Manager, responsible for technical and administrative requirements within the Environmental Management Office (EMO) for base-wide management of hazardous waste, used oil, recycling programs and to assist in pollution prevention efforts and compliance requirements for all environmental permits in force. Responsible for managing, tracking, and reporting of environmental data in all environmental programs electronically.

The Department of Military Affairs works with the members of the Illinois Air and Army National Guard. The State Personnel Office performs all duties related to the Human Resources functions for both coded and non-coded employees.
