Job Description

Overview

We are currently looking for three project coordinators to support our NSD Project Management Office Directors (PMOD) and the portfolio of projects within each PMO’s purview. The successful candidates will provide project coordinator support to the Chemical, Biological, Nuclear Safety, and Signatures PMO, the Global Security Implementation and Integrated Systems Solutions PMO, or the Computational, Data, and Software Solutions PMO. The PMO Directors are responsible for risk acceptance and expert delivery, which includes customer satisfaction and project performance.

The Chemical, Biological, Nuclear Safety, and Signatures PMO consists of projects that involve high-risk radiological, chemical or biological activities; have significant laboratory operations in the Radiochemical Processing Laboratory or are large-scale design and demonstrations related to a broad spectrum of national security need and clients.

The Global Security Implementation and Integrated System Solutions PMO consists of projects focused on nuclear and radiological safeguards; security threat reduction; chemical, biological and missile threat reduction; and international security. It also consists of projects from across a spectrum of clients and is characterized by scientific and engineering solutions in the areas of radiological, chemical, biological and physical sciences; operations research; systems engineering; and testing and evaluation.

The Computational, Data, and Software Solutions consists of projects that produce data science related analyses and solutions, involves data analytics and/or machine learning, develops software products, and relies on solutions developed for computational systems.

Desired Qualities:

The ideal candidate will use best practices and knowledge of a wide range of PNNL business systems to assist project managers and project coordinators throughout the project lifecycle. The ideal candidate also solves complex problems and exercises judgment based on the analysis of multiple sources of information, takes a new perspective using existing solutions, acts as a resource for colleagues with less experience, tracks progress and identifies/resolves obstacles, and communicates to internal and external stakeholders. The candidate must have the ability to work independently with minimal guidance. The ideal candidate will also explain complex, difficult and/or sensitive information and work to build consensus within the PMO.

Major challenges of the position involve 1) initiating and managing project coordinator actions efficiently and appropriately, exercising independent judgment on a wide diversity of assignments that must be completed simultaneously, and 2) ensuring all work is consistent and of high quality that meets or exceeds expectations, and 3) interfacing routinely with a variety of PNNL staff, foreign delegations, DOE, and DOE contractors.


Responsibilities
  • Execute weekly Portfolio Management View (PMV) reports for outstanding Electronic Prep and Risk (EPR) system signatures and follow up accordingly.
  • Coordinate and schedule project review meetings for quarterly metrics; preparing paperwork, taking notes and assigned actions for project managers and tracking them to completion.
  • Maintain project files for 200+ projects with up-to-date project documentation.
  • Monitor quarterly metrics and provide to PMOD and Lab management.
  • Provide EPR assistance with scope filing/clearance/OPS MGR reviews.
  • Mentor and assist project managers with Project Management Plan (PMP) preparation, statement of work (SOW) drafting, and other project documentation.
  • Prepare and assist in project closeout processes and other requests, including creating EPRs, developing project cost sheets, and monitoring project costs.
  • Engage project managers with subject matter experts regarding quality assurance, export control, operations, worker safety and health, and classification.
  • Coordinate proposal calls and reviews with sectors, PMODs, and contracts.
  • Manage PMO electronic filing system, routinely surveying project records to ensure all documentation is up-to-date.
  • Partner with PMOD to provide regular status updates regarding project activities.
  • Effectively manage PMOD’s inbox and calendar.
  • Foster cohesive working relationships with other PMOD PC’s as well as NSD leadership team.

Qualifications

Minimum Qualifications:
  • BS/BA and 5 years of relevant experience -OR-
  • MS/MA or higher and 3 years of relevant experience
Preferred Qualifications:
  • The incumbent must have experience in a project support-related capacity. This may include experience with Microsoft Office software and SharePoint.
  • Knowledge of DOE policies and procedures; organizational structures; business areas; training formats and methods of preparation; various client formats for reports and documents; standard office practices; English grammar, composition, punctuation, spelling, and vocabulary; PC systems, electronic mail, networks and software including Word, Excel, PowerPoint, etc.; and the use of standard office equipment including photocopying equipment, domestic and international use of facsimile machines, and the telephone. Further, the incumbent must be sensitive to official use only and business-sensitive information and confidential foreign government information.
  • Incumbent must be able to develop solutions to a wide range of challenges that may require creativity. The incumbent must identify improvements, efficiency opportunities, and identify potential issues impacting project execution.
  • Must be able to demonstrate sound judgment in executing and customizing the selected methods and techniques for obtaining solutions with minimal oversight.
  • Must work independently with minimal oversight required, provide task direction and mentoring to other non-exempt project coordinator staff, and seek out collaborative opportunities.

This position requires the ability to obtain and maintain a federal security clearance.

  • Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance with 10 CFR 710, Appendix B.
  • Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the candidate selected is subject to pre-employment and random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).
Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs, including marijuana, for 12 months can be demonstrated.


Testing Designated Position

This position is a Testing Designated Position (TDP). The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.
