Job Role:

The Operations Supervisor must ensure Operational integrity by strictly complying with safety and security regulations, following procedures and regulations established in the operational and safety manuals (CHM, GHM, GOM and SSM).

In line with Group guidelines and standard of quality, supervises and performs if applicable activities of local Operations in order to ensure optimal utilization of aircrafts cargo and trucks capacity. Contributing to customer satisfaction and maximization of load factor.

Operational targets must be met or exceeded through the direct relationship with the third-party handling companies responsible for cargo and ramp handling for SPLFF. The Operations Supervisor is if applicable also responsible for Load Control activities and the Operations Supervisor will be required to assist other stations in Load Control activities if necessary.

Key Responsibilities:

1. Cargo handling

  • Export flow: Ensure / produce build-up plan instructions for all flights related to his/her station, based on the final booking list, which should comply with all legal and procedural regulations.
  • Check the correctness of the build-up plan. Elements are:

- Loading instructions for special loads like (heavy and big shipments)- Provide direct instruction to third parties in the specified loading and buildup.- Initiate and/or control the design and the implementation of local procedures, if local circumstances require so.

2. Import flow :

  • Check arrival manifest’s for irregularities prior to flight arrival. Anticipate and instruct third party on necessary actions to alleviate or minimize consequences.
  • Check future flights’ preview for potential conflicts, especially for cargo planned from another station.

3. Trucking and interline

  • Steer if applicable local trucking operations
  • Deliver the required activities in respect of interline on own or other airline

4. Capacity Management

  • Ensure to optimize the flight capacity given the available Cargo.
  • Control last minute changes in cargo demand to optimize flight capacity

5. Operational Integrity / Procedural Compliance

  • Operating carriers ( AF KL MP AZ) have a set of operational procedures which comply with all legal and procedural regulations, taking into account specific local situations as documented in My E-doc, GHM and GOM.
  • Ensure and control local compliance of the operational procedures contained in the Minimaq, CHM, GHM, GOM, SMM and CSP’s and specific instructions as per My E-doc.
  • Where local situations require deviation, execute as per instruction of Operations Manager guidelines and procedures.
  • Use Safety Management systems (SMS) as deployed by the Operating Carrier.
  • Facilitate and support Stations audit and surveys. Take care of follow-up from E-care remarks and audit/survey findings.
  • Ensure station information for Operations as published by various means like Minimaq , INF, DRS and SIS (MP Station Information System) is adhered to.

6. SMS, Quality control and supplier management

  • Monitor SMS indicator, analyze events and define and follow up on action plans.
  • Participate to internal review and external meeting with third party handling company.
  • Report SMS performance and action implementation during the GHA review.
  • Take care of follow up on request of the Operations Manager
  • Ensure all shipments are monitored, measured and reported against pre-defined quality standards.
  • Report deviations to the specified responsible party and the Operations Manager. Elements of the above are:
  • Monitor staff / GHA and equipment to achieve all quality targets and to execute all working procedures required on a per-shipment and flight level.
  • Report local actions to correct any deviations or discrepancies and report to Operations manager
  • Guarantee all tracking/tracing (local) monitoring requests are action and ensure accurate and timely response by third-party handling company.
  • Participate as per Minimaq with suppliers (GHA, trucking companies) regular review meetings for analyzing and taking actions against deviations and discrepancies including C2K quality reporting system.
  • Take care of urgent internal or external requests that require immediate action within operational integrity limits.

7. Ramp handling

  • The load master function is a combination of the safety role description as stated in the MP SMM of the Load Plan Officer and the Loading Supervisor.
  • Check all Cargo, palletized and loose is properly build after being transferred to the ramp handling department. Provide shipment / pallet loading priority (Standby cargo)
  • Perform supervision of ramp handling and Load Control activity for SPLFF. Elements are:

- Check that all cargo ULDs are present at the transfer point at the time agreed, in loadable condition

- Steer necessary liaison with Ramp Handling Company immediately when cargo handling is jeopardized.

- Organize the monitoring of the timely unloading and loading of cargo ULDs by the third-party ramp handling company.

  • Ensure cargo ULDs are safeguarded during any unplanned incident or loading delay, with attention to valuable, perishable and live-animal cargo.
  • Ensure proper instructions are conveyed to third party ramp staff regarding loading of cargo ULDs, including the agreed cargo ULD loading priority
  • Perform supervision of the ramp handling and Load Control activity by licensed staff.

8. Engineering of Local Production Elements

  • Ensure third parties act according to instructions as set by relevant and specified Company Cargo departments.
  • Ensure instructions from Operations Manager that require the third-party to produce/source value-added services are delivered within the scope of the authority of the third-party

9. Warehouse and handling equipment in case of self-handling

Ensure effective and efficient use of warehouse handling equipment. Elements are:

  • Ensure the operation is done within local safety and security standards
  • Ensure equipment is used effectively and with the right priority

10. Communication

Messages with regard to individual shipments, flights and other events must be sent correctly, on time and according to pre-defined procedures to relevant and specified parties.

Elements are:

- Ensure communications between warehouse third-party and Ground Operations and our Airline as per SLA’s are executed timely and correctly..

- Ensure the capture and input of relevant MAWB and HAWB data prior to scheduled departure. Formalize and report any deviation to Operations Manager

- Coordinate with relevant internal and external departments flight operations matters including slot time adjustments (SPL/FF)

- Ensure crew related matters like transport and catering are taken care of.

- Ensure flight files are build and as per company and local rules reports being issued.

11. ULD and stock control

Available equipment and consumables used for handling.
Elements are:

- Guarantee Company equipment is monitored by third-party staff.

- Ensure ULD stock information is communicated timely and correctly.

- Ensure station stock is managed effectively.

12. Accounting

  • Correct and on time handling of invoices which comply with accounting procedures.
  • Ensure that contracted and ad-hoc services are delivered as ordered, check and validate invoices on request of Operations Manager.

13. Management/administration

Supervise and coordinates to ensure an adequate AF/KL operations team for cargo Handling in case of self-handling or in case there are multiple Operational Supervisors. (Documentation, warehouse and SPLFF ramp). Determine that own staff and/or handling companies’ staff are trained according AF/KL/MP regulations standards while performing their duties. Elements are:

  • Ensure compliance with airlines AOC, local labor law and regulations.
  • Support and develop the local team through training and evaluation
  • Deputizes Operations Manager, if specifically appointed whenever the Operations Manager is not available for duty, supervise his/her duties:
  • Assist Operations Manager to maintain compliancy, performance like C2K and Ground Time
  • Assist Operations Manager on the supplier review as per Minimaq.
  • Facilitates audits and station visits.
