Position Summary:

This position will assist the ODA-LA in leading AHI's ODA office associated with the development of Supplement Type Certificates (STC's) and Continued Operational Safety (COS) to deliver qualified/certified products in accordance FAA regulatory and guidance requirements and general Airbus Helicopter Group policies and guidelines. Additionally, the position may provide technical and certification expertise to the company's retrofit and completion activities.

Primary Responsibilities:

ODA Administrator - Managing ODA activities : 90%

  • Ensure assignment of qualified UMs to accept the Applicant's PSCP (Project Specific Certification Plan) and find compliance to the regulatory requirements.
  • Verify UM acceptance of design features, proposed means of compliance, new materials, new production processes, co-production or foreign supplier issues, airworthiness issues, and other critical issues for timely resolution
  • Ensure UM approval related to STC design data, analyses, plans, and reports that show compliance per the agreed Project Specific Certification Plan and delivers STC Certificates and Approvals to the Applicant, as appropriate
  • Ensure compliance with the Code of Federal Regulation (CFR) 14 Parts 21, 27, & 29 in the issuance of STC's and any design changes on behalf of the FAA under the ODA's authority within the authorization and limitations of the AHI OPM.
  • Assist in the definition, implementation, and maintenance of the AHI ODA Procedures Manual (OPM), which details all relevant procedures and requirements needed to design, develop, and certify STCs.
  • Assist in the definition, implementation, and monitoring of technical audits necessary to verify the compliance against the OPM, Design Organization Handbook, AS9100, and relevant procedures.
  • May serve as FAA point of contact for reporting and resolving COS issues affecting AHI STCs.
  • Ensure that OPM procedures and data approval processes are followed.
  • Maintain and safeguard all ODA project files and records.

Continuous Improvement: 10%

  • Define, recommend, develop and facilitate implementation of process improvement related to the ODA activities.

Qualified Experience / Skills / Training:

Education:

Required:

  • BS degree in Electrical, Electronics, Avionics, or Aerospace Engineering or equivalent directly related work experience.

Preferred:

  • MS degree in Electrical or Avionics Engineering

Experience:

Required:

  • Minimum twelve (12) years working in a Technical or Engineering capacity for an aerospace manufacturer or (sub)-contractor with civil aircraft.
  • Minimum of five (5) years directly working with the FAA on projects similar to those authorized under the AHI ODA.
  • Management experience in one or more of the following technical areas: engineering, manufacturing, airworthiness, maintenance, quality assurance, or operations.
  • Previous experience in any type of ODA.

Preferred:

  • Previous experience as DAS Administrator or ODA Administrator.
  • Previous experience with leading all aspects of the validation of FAA-approved STC's with other Civil Aviation Authorities (particularly EASA and TCCA).
  • Previous experience in Airbus Helicopters aircraft.

Licensure/Certifications:

Required:

  • Candidate must be accepted by the FAA for the position. Subject to a full Evaluation Panel (may include FAA participation) depending on experience and final decision of the ODA-LA.

Preferred:

  • Previous designation as an ODA-LA or ODA-A or as a ODA UM or DER

Knowledge, Skills, Demonstrated Capabilities:

Required:

  • Comprehensive knowledge of FAA Orders, ACs (Advisory Circulars) and Policy, and procedures applicable to the AHI ODA, with emphasis on 14 CFR 21, 27, and 29 as they pertain to Supplemental Type Certificates.
  • Demonstrated working experience with the FAA' offices.
  • Able to collect, analyze and communicate project performance metrics.
  • Demonstrated leadership skills with emphasis on communication, new process development, and managing large projects within diverse work groups.
  • Demonstrated problem solver that is highly motivated and requires a minimum of supervision.
  • Must have experience implementing, the principles of FAA Order 8100.15(B) and other FAA policy and guidance concerning the administration of an ODA.
  • Sufficient technical knowledge, training, skill, and experience to provide a basic understanding of all ODA functions being performed.
  • Ability to read and interpret specification, functional analysis, technical note, drawings and technical reports
  • Leadership skills with emphasis on communication, new process development, and managing large projects within diverse work groups.
  • Working knowledge in rotorcraft structure, mechanical, electrical, systems, power plant, and/or flight test areas.
  • Demonstrated sound judgment and integrity.

Preferred:

  • Able to collect, analyze and communicate design/manufacturing performance metrics

Communication Skills (Spoken, Written, Influencing, Proficiency in Other Languages):

Required:

  • Read, write, and speak English

Preferred:

  • French/German beneficial

Technical Systems Proficiency:

  • Basic aviation avionics/navigation/communication systems
  • General knowledge of digital map and other situational awareness systems
  • Basic knowledge of overall system architecture principles
  • Microsoft Office products

  • 10% Domestic and International

  • Will have full responsibility for the successful operation of the ODA unit
  • Person may be the local FAA accountable person for the ODA unit and may be the primary POC for the FAA Aircraft Certification Office and Delegation Systems Certification Office
  • Certifies STCs on behalf of the FAA

Job Dimensions, Contributions to Success:

  • Responsible to ensure all legal requirements are observed and followed within the framework of the ODA.
  • Responsible to ensure that all requirements of the OPM are followed during STC projects
  • Without this person successfully performing their role in the absence of the ODA-LA, no STCs can be delivered by AHI, which would severely impact our ability to deliver helicopters, which could equate to a 9 million in loss engineering budget

Nature of Contacts:

  • Membership/participation in regulatory and/or industry sponsored seminars and/or training such as; FAA, GAMA, HAI, AHS, AEA, EASA, TCCA or ANAC.
  • May collaborate with the heads of the certification departments (and DOA) in AH (France) and AHD (Germany).
  • Involved, negotiation type Communication daily with internal and external parties

Physical Requirements:

  • Onsite: 100% except when on travel.
  • Vision: able to see and read computer screen and other electronic equipment with screens, able to read documents, reports and engineering drawings. Required daily.
  • Hearing: able to hear to participate in conversations in person and via teleconference or phone and to hear sounds on production floor including safety warnings or alarms. Required daily.
  • Speaking: able to speak in conversations and meetings, deliver information and participate in communications. Required daily.
  • Equipment Operation: able to operate most office and personal electronic equipment. Required daily.
  • Carrying: able to carry documents, drawings, electronic equipment up to 10lbs. daily
  • Lifting: able to lift documents, drawings, electronic equipment up to 10lbs. daily
  • Pushing / Pulling: able to push and pull small office furniture and some equipment and tools. Rarely required.
  • Sitting: able to sit for long periods of time in meetings, working on computer. Required daily.
  • Squatting / Kneeling: able to squat or kneel to retrieve or replace items stored on low shelving. Required infrequently.
  • Standing: able to stand for discussions in offices or on production floor. Required daily.
  • Travel: able to travel independently and at short notice. Approximately 5% - 10%.
  • Walking: able to walk through office and production areas including uneven surfaces. Required daily.
  • Personal Protective Equipment required: steel toed shoes are required for all shop floor visits; appropriate hearing/eye protection may also be required when visiting the shop floor
