Organization Summary: Established in 1993, Operation Dignity (OD) is a nonprofit organization providing housing and supportive services for homeless veterans, veteran families, and homeless populations in Alameda County. OD operates emergency, transitional, and permanent housing programs in Alameda, Berkeley, and Oakland. Operation Dignity supports veterans to address the wounds of war that continue long after their return to civilian life.

Position Summary: The Outreach Program Manager leads Operation Dignity’s mobile outreach efforts. They supervise a team of outreach staff, including a clinician, substance use/mental health specialists, and outreach specialists in the field. The Outreach Program Manager will work in close coordination with city staff and community partners to ensure that Operation Dignity’s outreach efforts have the breadth, depth, and impact needed to best support the city’s unsheltered population.

Essential Job Functions:

1. Outreach Supervision and Staff Support

  • Supervise mobile outreach teams and provide clear guidance and support to ensure that all teams understand their given tasks and are working effectively, including but not limited to, conducting CES assessments; distributing food and other items; providing resources and referrals; providing field case management and clinical/substance use/mental health services.
  • Spearhead Operation Dignity’s coordination with City staff and its encampment management policies and procedures.
  • Plan staff schedules, balance workloads and team configurations, and track team deliverables.
  • Monitor training needs and provide opportunities for staff development and learning. This may include supporting a clinician in obtaining clinical hours.
  • Lead consistent, weekly team meetings to build team cohesion, discuss operations, and provide a space for staff to discuss challenges, share successes, and problem-solve collectively, thus cultivating a dynamic, collective, and shared-learning environment.
  • Offer one-on-one support to staff to support skills-building and professional development goals.
  • Regularly review staff documentation (e.g., HMIS notes, client files) for accuracy and completeness, and provide training to ensure documentation is thorough and complete.
  • Ensure timesheets, reimbursement requests, and requests for funds are submitted promptly and accurately.
  • Work with the finance team to track spending and ensure that program resources are spent effectively and on schedule throughout the term of the contract.
  • Ensure agency and program equipment, including outreach vehicles, are cleaned weekly and maintained and serviced regularly.
  • Guide and support team in the field as needed, utilizing incidents and operations as learning opportunities so that staff can gain competency and self-sufficiency in fulfilling their duties.
  • Help create a positive, productive, and supportive team environment.
  • Other duties as assigned.

2. Program Implementation, Reporting, and Coordination With All Partners

  • Demonstrate a thorough understanding of outreach contract requirements and deliverables, including progress, outcome goals, and reporting deadlines.
  • Ensure coordination with the City on referrals and outreach requests, ensuring the appropriate outreach team follows up and work is tracked and reported.
  • Participate actively in weekly outreach meetings with the City; Coordinated Entry meetings at the City and County level; and other coordination meetings as needed.
  • Work with direct staff to ensure necessary data is gathered in a timely and accurate way to include (at minimum) HMIS entry, site logs, and a City encampment database.
  • Work closely with the Grants and Contracts Director to prepare monthly and quarterly reports to grantors.
  • Build and foster relationships with external agencies and partners, including street health teams, shelters, and other community resources.
  • Other duties as assigned.

Knowledge, Skills, and Abilities:

  • Master’s in Social Work or related field strongly preferred. This position will supervise a master-level clinician.
  • Experience supervising and/or directing staff in a leadership capacity.
  • Demonstrated experience in Program or Project Management, including implementing a new or significantly expanded contract.
  • Experience working closely with funders to track and regularly report outcomes.
  • Cultural competency; able to establish effective professional relationships with culturally and racially diverse staff and clients.
  • Strong verbal and written communication skills.
  • Self-motivated; able to take initiative on behalf of agency and clients.
  • California Driver’s License with clean driving record, able to drive company vehicle/truck.
  • Experience with service-level or clinical documentation through HMIS or comparable systems.
  • Strong understanding of issues of homelessness, recovery, addiction, or mental health.
  • Must be able to lift at least 25lb, must be able to stand and bend for long periods of time, must be able to walk in uneven terrain, must be able to climb in and out of vehicles and trucks. Must be able to sit for long periods of time.
  • Compliance with State and County Public Health orders on COVID-19 vaccination and boosters.
