Parks Capital Improvement and Greenways Administrator should have extensive knowledge and work experience in Parks fiscal management and funding opportunities, planning, project management, design review, capital improvement program budget development, and grant management. The Parks Administrator will be responsible for:

  • fiscal analysis and management for capital and operational budgets with multiple revenues sources,
  • coordination and management of diverse projects and associated stakeholders,
  • coordination and management of agreements with governmental agencies, private sector and non-profits,
  • preparation and management of strategic, capital and operational plans,
  • capital project coordination and oversight, coordinating across departments
  • design review for all capital investment projects
  • management of greenway development, supervision of greenway project manager, and coordination between departments
  • evaluate and prepare performance outcomes of park and recreation programs, services and facilities, and
  • assistance with the development of Parks policy and procedures, governmental relations and other work as assigned.

The Parks Administrator will work closely with Park managers and other leaders throughout the County to advance the vision and strategic goals of the County and the Parks Department. This position will report to the Parks Director.

Minimum Qualifications

  • Bachelor's degree in finance, business, park and recreation management, project management, landscape architecture.
AND
  • Three (3) years of direct experience in Parks fiscal management, planning, project management, and/or landscape architecture/environmental planning.
OR
  • An equivalent combination of education and experience to total 7 or more years.
AND
  • Valid driver license

Preferred Qualifications beyond minimum qualifications:

  • Advanced degree in finance, business, park and recreation management, project management, landscape architecture. AND
  • Five (5) years of direct experience in Parks fiscal management, planning, project management, and/or landscape architecture/environmental planning.
  • Landscape Architecture Professional Certification
  • Certified Park and Recreation Executive (CPRE)

**Pursuant to Dakota County Policy and Procedures Manual Section 3102 (L), this position is designated as Safety Sensitive.

Duties & Responsibilities

Financial Management

1. Coordinate, prepare and track the five-year Parks Capital Improvement Program budget.
2. Direct use of funding set-asides within the Capital Improvement Program budget in coordination within department leadership. 3. Assist in preparation, analysis and recommendations with the Park Operations budget.
4. Coordinate and prepare financial status reports for Park revenues, operational and capital budgets.
5. Provide fiscal analysis and recommendations, and assure budget policy compliance.
6. Monitor external funding sources (ie grants) and maintain compliance with budget and contract policies.
7. Monitor and measure fiscal performance and evaluate the efficiency, effectiveness and responsiveness of services, programs, revenues and budgets.

Coordination

8. Present analysis, recommendations and reports to the Parks Director, Planning Commission, Physical Development Committee and County Board of Commissioners.
9. Coordinate cooperative projects and tasks with County departments and the Physical Development Division.
10. Coordinate park administration projects and agreements with affected stakeholders and governmental agencies.
11. Assist with the development and implementation of comprehensive community engagement, public relations, marketing, and communications plans.
12. Respond to public requests for information or assistance.

Planning

13. Lead and assist in preparing strategic, capital and operational plans.
14. Evaluate and report progress toward completion of approved Park plans and projects.
15. Assist with Physical Development Division and County-wide planning initiatives.
16. Prepare and represent requests for waivers to the Regional Park Policy Plan.

Project Management

17. Facilitate the management Parks CIP projects through the coordination of Project Managers work related to capital project planning, project budget management and transition from construction implementation to operational oversight.
18. Author request for proposals and evaluate and recommend selection of consultants to the Parks Director.
19. Administer contracts, amendments, invoices and payments.
20. Manage oversight of the Greenways unit within the Parks Department, including management of greenway development and coordination between departments.
21. Provide guidance for all Parks related projects design reviews, at 30%, 60%, 90%, to final.

Administration

22. Coordinate, prepare and evaluate performance outcomes of park and recreation programs, services and facilities.
23. Recommend process improvements to achieve preferred level of service and customer satisfaction.
24. Assist Parks Director with County policy and procedures, standards, legislative items, Metropolitan Council requests and other work as assigned.
25. Represent County and Department on committees and before governing bodies.
26. Facilitate annual review of Park Rules & Regulations addendum to Park Ordinance 107.
27. Act on behalf of the Parks Direction during their absence of the director, assuming the duties and responsibilities, managing and providing general oversight of the organization.

  • Ability and skill in analyzing and planning development resource needs.
  • Ability to create and support effective working relationships with County departments and outside agencies and contractors.
  • Ability to effectively present analysis and recommendations through spoken and written communications including effectively conducting meetings and public forums.
  • Ability to manage and lead projects, teams and subordinates and coordinate workflow.
  • Ability to evaluate, plan and implement programs, systems, policies and procedures.
  • Comprehensive knowledge of all park principles, techniques and laws involved in the planning, development, operation and maintenance of the County Park System.
  • Comprehensive knowledge of Metropolitan Council regional park system and policies.
  • Comprehensive knowledge and experience of contract administration processes and laws for parks development projects.
  • Extensive knowledge in parks or other capital improvement programming and grant management.
  • Extensive knowledge in parks design standards and design review process.
  • Knowledge of computer applications (Microsoft Office, e.g.).
  • Basic GIS (Geographic Information Systems) software understanding.

Work Environment
The work will be predominantly performed in a County office building, with some time spent in the outdoor elements in parks. Some of the work is sedentary and may have extensive use of a computer. Some assignments may require driving of a personal or County vehicle.
