The non-exempt job classification is covered under The McNamara-O'Hara Service Contract Act (SCA) and the contract's collective bargaining agreement (CBA). Service employees are compensated per the prevailing wage rates and fringe benefits that are set by the U.S. Department of Labor (DOL) Wage and Hour Division's WDs 29 CFR Part 541 and 29 CFR 4.163(f), unless otherwise modified by a CBA between labor and management.


Job Summary

The Passport Administrative Specialist is responsible for assisting applicants with completing foreign government documents in support of unique circumstances, special assignments, and missions that are time sensitive and must possess the appropriate verbal and written communications skills to execute plans and to prepare reports, plans, and working instructions.


Essential Functions:

  • Provides administrative support to the Government appointed Passport Acceptance Agent (PAA). Accepts and reviews DSP 11 and DSP 82 applications in support of official travel
  • Advises passport applicants of evidence required to establish citizenship; examines and records identification documents in order to determine that the applicant is the person they claim to be; assembles and mails Government PAA certified passport/visa applications to the appropriate passport agency
  • Reviews and processes DD Form 1056, Authorization to Apply for a NO Fee Government Passport in support of official travel. Maintains suspense file for DD Form 1056 and traces status of passports. Complies with US Department of State (DOS) Passport Agent Services Regulation (PARG) procedures for obtaining expedited handling based on time sensitive travel and submits to the Government PAA for approval. Receives, reviews, stores, and controls the issuance of passports to ensure 100% accountability
  • Returns citizenship evidence to passport applicants. Assists passport applicants to complete foreign government visa forms in support of special assignments. Refers to DOD 1000.21-R, Passport and Passport Agent Services Regulation, and Department of Defense, Foreign Clearance Guide, and/or places telephonic inquiries with appropriate liaison personnel regarding special requirements or handling under unique circumstances. Submits No-Fee, Official and Diplomatic passports no longer needed because travel has been completed or cancelled to the Government PAA for cancellation
  • Responsible for securing after duty hours and limiting access during duty hours of all passport acceptance facility and applicant provided official travel documents
  • Responds to customer telephone calls, answers technical questions, research travel and passport status, and issues appropriate forms and documents
  • Maintain files IAW current files management
  • Makes and receives official telephone calls, copies a wide variety of written communication and mails passport/visa applications or other accountable/sensitive documents
  • Schedules passport and visa appointments.
  • Understand and meet established productivity and quality control goals associated with assigned functional area / process.
  • Follow established guidelines in performing day-to-day routine tasks as outlined in Standard Operating Procedures (SOPs), Technical Manuals, and Audit Readiness standards, etc.
  • Understand the Acceptable Performance Levels (APL's) associated with assigned functional work areas / process and work expeditiously to meet contractual and team goals.
  • Adhere to government, contract, and company policies and procedures.
  • Ability to use e-mail to receive and disseminate workload tasks and information.
  • Perform other duties as assigned in association with established Management and Contract Compliance Plan, and workload requirements, etc.
  • Adhere to PTi quality, safety, and environmental standards


Working Conditions and Physical Demands

  • The employee may be required to frequently handle equipment/supplies weighing up to 50 pounds individually and occasionally items weighing more than 50 pounds with assistance
  • Must be able to exert moderate physical effort in the loading, unloading, and arranging of equipment/supplies as applicable to position.
  • Could work inside and/or outside in dirty and dusty environments, and occasionally be exposed to hot, cold, damp, and drafty weather conditions while handling equipment/supplies.
  • Be able to perform work on hard or uneven surfaces.


Qualifications

Experience:

  • Minimum one (1) year of relevant experience with passport issuance operations and international travel requirements, laws, rules, and regulations
  • Experience using the Microsoft Office suite of programs, including Word, Excel, PowerPoint

Skills:

  • Familiar with Department of State, Passport Agency, manuals, pamphlets regulations, and the Foreign Clearance Guide
  • Must be able to read, interpret, comprehend, retain, and execute pertinent travel regulations
  • Must be extremely customer focused and able to multi-task
  • Ability to brief small and large groups of people
  • Must demonstrate the ability to effectively read and write in English, and comprehend written instructions, perform common mathematical tasks, and communicate effectively.
  • Attention to detail and excellent follow up skills

Certificate, License, Registration, etc.:

  • US Citizen
  • Must possess or be able to obtain and maintain a security clearance applicable to the position and/or military Common Access Card (CAC) within 30 days if required.
  • Completion of company-mandated training applicable to position.
  • Possess a valid Driver's License


Education

  • Minimum high school diploma or GED


Preferred Qualifications

  • Current active SECRET security clearance
  • Military experience
