Position Summary

The Personnel Security Specialist Adjudicator Senior Level will be involved in the following tasks to include, but not limited to, preparing clearance certifications for employees to attend classified meetings, foreign and domestic travel, and verification of clearance for general inquiry purposes.

Essential Functions

  • Review and analyze self-reporting information to determine if additional screening and/or field work is needed.
  • Performs evaluations and analysis of existing policies, procedures, processes, techniques, and may prepare investigative interrogatories and reports for adjudicative review.

Knowledge and Critical Skills/Expertise

  • Technical knowledge and experience reviewing and adjudicating non-criminal personnel security background investigations in accordance with public laws and executive orders.
  • For all minor and complex cases, conducts an in-depth analysis of all investigative data obtained according to established federal adjudicative guidelines, prepares summaries for senior level review, and makes recommendations for final consideration of a national security clearance or public trust position.
  • Verbal and written communication skills: Must be capable of articulating thoughts, ideas, and opposing points of view through all forms of communication with both internal and external government agencies to effectively carry out the duties of this position.
  • Proficient in crafting all types of correspondence that reach their target audience with clarity and comprehension to include the senior management level.
  • Technical security experience skills: Ability to meet deadlines and to exercise efficiency in planning, prioritizing, and accomplishing assigned tasks relating to processing routine requests for security clearances.
  • Experience in processing and validating requests for personnel security investigations and clearances, determining level of clearance and required scope of investigative coverage, and initiating the appropriate security action.
  • Analytical skills: Must possess skills to analyze difficult, complex, and controversial cases to determine the scope of investigation, ensure all investigative data is clearly and concisely presented and to determine whether verification of an existing security clearance will satisfy the request.
Requirements:

Experience and Education

  • BS/BA preferred or experience in lieu of.
  • Require five or more years of relevant technical personnel security experience at the GS-12 and GS-13 level (or equivalent) performing specified duties.

Environmental Conditions

  • Standard office work environment.

Physical Demands

  • Employees need to be able to sit at a workstation for extended periods; use hand(s) to handle or feel objects, tools, or controls; reach with hands and arms; talk and hear.
  • Most positions require the ability to work on a desktop or laptop computer for extended periods of time reading, reviewing/analyzing information, and providing recommendations, summaries and/or reports in written format.
  • Must be able to effectively communicate with others verbally and in writing.
  • Employees may be required to occasionally lift and/or move moderate amounts of weight, typically less than 20 pounds.
  • Regular and predictable attendance is essential.
