SUMMARY

Personnel Security Specialist will support in-processing with HSPD-12 operations as well prepare evaluations of investigations against national level criteria for investigative sufficiency and for suitability/security adjudication at Financial Crimes Enforcement Network (FinCEN) in Vienna, VA.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Possess comprehensive understanding of Homeland Security Presidential Directive 12 (HSPD-12)
  • Processing (e-Qip), Joint Personnel Adjudication System (JPAS)
  • Possess strong customer service and expertise of personnel security administration support, to include but not limited to, applicable manuals, regulations, policies, and instructions; OPM clearance procedures
  • Be able to conduct timely investigations and evaluate results for compliance with prescribed standards and criteria, ensuring sufficiency of coverage of often complex investigative information
  • Prepare evaluations of investigations against national level criteria for investigative sufficiency and for suitability/security adjudication
  • Assist in making interim security clearance, final security clearance, and public trust certification determinations in accordance with established investigative and adjudicate standards
  • Be able to research current clearance information in order to initiate subjects due for their Periodic Reinvestigation into the e-QIP system
  • Capable to provide training to individuals or groups to meet personnel security requirements

SUPERVISORY/MANAGEMENT AUTHORITY

This position will not have supervisory authority.

EDUCATION and/or EXPERIENCE

  • Bachelor’s Degree desired
  • OPM Essentials of Suitability Adjudication
  • Desired certifications
    • Personnel Security Adjudication certifications (ex: DoD, ODNI)
    • Due Process Adjudication certifications (ex: DoD, CDSE, ODNI)
    • Security Fundamentals Professional Certification (SFPC)

KNOWLEDGE, SKILLS AND ABILITIES

  • Must have an Active Top Secret Clearance
  • Bachelor’s Degree desired
  • Minimum 1 year Homeland Security Presidential Directive 12 (HSPD-12)
  • Minimum 3 years due process & writing experience

WORK ENVIRONMENT

The duties of this position are primarily performed in a climate controlled office environment.
