A WSSC Water Police Officer is a full-time sworn position, certified through the Maryland Police and Correctional Training Commission (MPCTC). The WSSC Police Officer is responsible for the protection of life and property, preservation of peace and order, prevention and suppression of crime, enforcement of local, state, and federal laws, apprehension of law violators, and regulation of traffic within the WSSC Water district.

Essential Functions
  • Patrols a designated area in a vehicle, on foot, all-terrain vehicle (ATV), or motorized boat during an assigned shift to prevent or detect criminal behavior

  • Maintains order and observes public safety conditions and circumstances within the WSSC Water district

  • Reports hazardous conditions to the appropriate authorities

  • Contacts owners or authorized agents to secure damaged, recovered or illegally entered WSSC Water property or premises

  • Responds to and conducts preliminary investigation of crimes, incidents, traffic crashes, alarms and suspicious activity or circumstances

  • Searches persons, buildings, vehicles, and open areas with regard for both proper tactics and constitutional safeguards

  • Locates, preserves, collects and processes physical evidence

  • Takes photographs, dusts for fingerprints, makes sketches and diagrams and maintains chain of custody

  • Identifies, locates and interviews victims, complainants, witnesses and suspects; conducts custodial interrogations of arrested persons in accordance with constitutional safeguards

  • Enforces traffic laws and regulations by stopping motorists and issuing citations, warnings and/or vehicle equipment repair orders as appropriate; directs traffic and enforces parking regulations; controls crowds at WSSC Water facilities, workplaces and functions

  • Makes arrests using only the amount of force reasonably necessary under the circumstances; executes warrants, serves legal papers, issues summonses and citations; guards and transports prisoners

  • Drives a vehicle to conduct WSSC Water business.

Other Functions
  • Supports the Security Investigative Unit in the execution of plans and objectives for the unit

  • Responds as WSSC Water’s primary or backup unit to emergency and non-emergency calls for service, involving both criminal and non-criminal matters

  • Prepares and submits written reports and forms in accordance with departmental policy and procedures

  • Monitors activity of security guard personnel and takes appropriate action

  • Documents and reports deficiencies observed

  • Maintains proficiency and certification with weapons and other equipment as required

  • Files criminal charges, consults with prosecutors and testifies in court, hearings, and trials as required

  • Performs other related duties as assigned

Work Environment And Physical Demands
Works within the district on foot, in vehicles or boat.

Required Knowledge, Skills, And Abilities
  • Knowledge of the use, care and safe handling of firearms

  • Knowledge of the laws, procedures, practices and techniques necessary for police patrol operations

  • Knowledge of laws, duty manual, codes, statutes and regulations concerning criminal activity, especially when they apply to law enforcement operations

  • Knowledge of the criminal justice system as it applies to law enforcement operations

  • Knowledge of the techniques, practices and procedures necessary for the effective interaction with the public, victims, suspects, and officers from other agencies

  • Skill in developing latent fingerprint evidence

  • Skill in self defense

  • Ability to operate a motor vehicle in routine and emergency driving situations

  • Ability to operate a two-way police radio

  • Ability to trailer, launch and safely operate a marine vessel equipped with an outboard motor

  • Ability to safely trailer and operate an all-terrain vehicles

  • Ability to collect and preserve crime scene evidence

  • Ability to cope with situations firmly, courteously, tactfully and with respect for the rights of others

  • Ability to analyze situations quickly and objectively to determine a proper course of action to be taken

  • Ability to understand and carry out verbal and written instructions

  • Ability to write and speak the English language effectively and efficiently

  • Ability to perform clerical procedures connected with police work

  • Ability to operate breath testing equipment, mobile data terminals and other electronic equipment

  • Ability to use discretion and judgment within the limits of the law and departmental policy to accomplish organizational goals and objectives

Minimum Education, Experience Requirements
  • High School diploma or equivalent

  • Must currently be a Maryland Police & Correctional Training Commission (MPCTC) certified police officer or certified with another U.S. police department with the ability to obtain MPCTC certification
