General Description of Duties

GENERAL DESCRIPTION OF DUTIES
The purpose of this position is to provide case management, and/or 24-hour service at the jail to support court orders.

ESSENTIAL DUTIES
Provides case management to assigned offenders. Receives and reviews newly assigned case load files to ensure accuracy of release conditions, client reporting for initial explanation of procedures for compliance with court ordered conditions to defendants and family members. Reviews financial profile and completes case management plan at initial interview. Maintains current files on all cases (active and inactive) to include documents relating to monitoring and supervision of court ordered conditions. Address any issues of non-compliance with office visits, telephone contact, or written correspondence with the defendant. Reviews and updates personal information screen to reflect the status of clients (i.e. address, phone, et cetera). Reviews and updates all monetary conditions to reflect accurate amounts owed. Sees all clients in the office as needed and required by office policies and procedures. Generates and reviews daily Justice Information System (JIS) activity reports to ensure proper and timely notifications and/or actions are taken with the defendant for continued compliance; updates are recorded in the case management system within 24 hours of contact, as well as any response to case related activity. Reviews weekly monitoring report to ensure proper documentation of client's compliance with court-ordered conditions (i.e. test results for random alco-breathalyzer tests and urinalysis testing) is received, reviewed and appropriate action is taken. Monitors clients payments of all supervision fees, diversion fees, community service fees, work program fees, restitution and any other fees assessed by the court on request. Assess client's ability to pay all court ordered monies on an ongoing basis. Refers defendants to community resource agencies based upon assessed needs and/or court ordered conditions for substance abuse treatment, mental health evaluations and counseling, anger management, theft school, DUI school, et cetera.

Prepares court documents (i.e., Order to Show Cause and Violation of Probation Affidavits, Terminations of Probation, Motions to Modify, and Revocation Orders) due to compliance/non-compliance with court ordered conditions. Submits all court documents to supervisor or designee for review, approval, and delivery to the court in accordance with the timeframes in office policies and procedures. Monitors court action for final determination of status of the case and makes appropriate updates to the file and the case management system. Confers as needed with all members of the criminal justice system (i.e. State Attorney's Office, Office of the Public Defender, law enforcement agencies, local victim advocates offices, and private attorneys) concerning defendant's case. Attends all required court appearances, with documentation of any changes to the case and updated Violation of Probation (VOP) court dockets that provide recommendations for sentencing.

Interviews all individuals arrested and booked into the Leon County Detention Facility for determination in regards to release type (i.e., Supervised Pretrial Release or Bond). Interviews 95% of inmates booked into JIS automated database during a shift. After interview, researches and summarizes criminal history indexed in the National Crime Information Center (NCIC), Florida Criminal Information Center (FCIC), Leon County JIS, and Department of Highway Safety and Motor Vehicle (DHSMV) records. In addition, utilizes the Leon County Judicial website to research pending domestic violence injunctions, probation, and any juvenile history information. Reviews defendant's criminal history to determine if detainment for First Appearance is required or if eligible to post bond; bond review form must be completed accordingly. Completes Vera Point Scale criteria to determine eligibility into program. Verifies information obtained from defendants who meet release criteria via phone and personal contact. Explains all possible options of release to defendant. Release defendants who meet criteria and agree to conditions of release through signing of appropriate forms in accordance with office policies and procedures. Prepares First Appearance paperwork for Senior Pretrial Specialist and the Court. Transports all First Appearance documents from jail to main pretrial release office for pickup by Senior Pretrial Release Specialist and delivery to the Clerk of Court.

Monitoring and addressing violations for defendants assigned to Global Positioning System (GPS) Program. Answers on-call GPS telephone communications from service provider with violation notifications for GPS client activity. Accurately reviews alarm notifications and contacts clients providing instructions on process for clearing violation; continues monitoring client activity for compliance with court ordered conditions. In absence of GPS Specialist, completes pretrial release process and service provider enrollment for defendants with GPS condition, including verification of prerequisites for GPS monitoring and specific conditions based upon type of charge; contacts victims for defendants' assigned GPS monitoring to explain GPS monitoring; offers victim notification services; compiles exclusion zone information. Documents client activity and instructions in the Pretrial Case Management system.

Administers Alco-Breathalyzer Testing and Fee Collections. Generates the alcohol testing "After Hour Log" for client signature during the testing process. Administers client alcohol testing during program designated testing hours. Enters alcohol test results in the Drug and Alcohol Testing Program for review and monitoring by appropriate staff in respective case management programs. Collects monies and generates payment receipts for alcohol testing fees in the Drug and Alcohol Testing Program case management system. Generates and verifies collections against Alcohol Test Fees Report in preparation for deposit by administrative staff the following business day.

OTHER IMPORTANT OR MARGINAL DUTIES
Accepts and completes other related duties as assigned by the supervisor and/or director. Follows chain of command; follows instructions and directions given at the time of assignment and/or standard office procedures.

DIFFICULTY
The work tasks involve both general and specific knowledge of internal practices and procedures. Tasks involve initiative. Work involves independent judgment to decide how to handle clients. Employee must be able to analyze cases within established time limits and use creative thinking and problem solving when handling clients and cases assigned.

Supervision Received
Work is generally defined and requires significant independent judgment in determining methods to achieve desired results. Guidance is sought when a client is violated with a warrant or summons and there are legitimate reasons for the client not completing certain conditions.

Employee has contact with all types of people outside and within the organization as well as the public for the purpose of providing, exchanging, and receiving information.

EQUIPMENT AND TOOLS USED
Personal computer, Word Processing software, database software, specialized software (Sabre/Probation, Traffic, and CJIS), typewriter, and fax machine, copier, laser and dot matrix printer are examples of tools and equipment used.

WORK ENVIRONMENT AND PHYSICAL DEMANDS
Most work is performed indoors at a desk.

MINIMUM QUALIFICATIONS

Requires graduation from an accredited four-year college or university with a Bachelor's degree in Criminal Justice, Criminology, Psychology, Sociology, or related field. Progressively responsible related experience may be substituted on a year-for-year basis for the required college training.

Necessary Special Requirements:

A valid State of Florida Class "E" operator's license and a favorable driving record at the time of employment.

FLSA STATUS: Non-exempt. This job is responsible for customer service contact work that involves meeting with clients and explaining and insuring court ordered conditions.
