About this Position:

TJFACT is seeking to hire a Production Control Clerk to join our Team in Charleston, SC! The Production Control Clerk primary duties are to manage the Production Control program on a regular routine basis. Internal work requests are especially important when the expenditure of funds for materials will be required. The Production Control Clerk serves the critical function of providing consistency of operations despite staff changes brought about by normal rotation at the Navy Consolidated Brig.

Based on pending vaccination mandated legislation, we recommend employees are vaccinated prior to working for TJFACT.

Hours of Operation & Federal Holidays:

Monday through Friday, from 0700 and 1600 with a 30-minute lunch break. Any deviation from the scheduled hours is unauthorized unless prior approval is granted by Department Head.

Major Duties and Responsibilities

  • Supervises the continuous ongoing process of managing the maintenance of the Brigs Production Control folders assigning segment numerical designation and submits appropriate documentation to Finance and Supply Officer.
  • Prepares DD Form 1149 to transfer property to other organizations and obtains appropriate signatures. A cost accounting system for each operating industries unit is designed, implemented and maintained to track what has been spent on materials and cost-savings to the government. The organization of these documentations prepares the command for the triennial re-accreditation audit conducted by the American Correctional Association, BUPERS/IG and PERS OOD, Operational Readiness Inspection.
  • Ensures staff maintain the ACA accreditation folders in accordance with brig policies, leading to completion of the self-evaluation report and other related tasks. Assists Programs and Industries Officer in organizing agency resources, activities, and services to ensure all ACA folders are updated annually and is the agency's primary contact for folder management.
  • Advises the Programs and Industries Officer on all Industries matters and provides assistance to department heads and special assistants/customers of outside agencies in obtaining/maintaining documentation of product services of the Industries workshops. Assists shop supervisors in cost-estimation and work commitments.
  • Assists in coordination with Brig Pass & ID on the paperwork of Programs & Industries for volunteers, contractors, and new staff.
  • Prepares and submits correspondence, reports, (muster reports, bi-weekly updates, quarterly/weekly tool/radio control inventories, safety notices, updates alpha rosters for admin/Programs and Industries).
  • Tracks and posts all major shop projects to include customer POC and anticipated completion.
  • Stays abreast of all ACA standard revisions and recommends changes, revisions, etc. to SOPs, policies, and procedures to maintain/obtain compliance with ACA standards.
  • Ensures staff members receive training and periodic refresher briefings concerning the building of folders; what the accreditation process consists of, and the process of re-accreditation.
  • Ensures that identified staff perform tasks needed in completion of ACA folders within the specified time frame allotted and notifies the Program and Industries Officer of any anticipated issues.
  • Maintains an internal information exchange to provide staff answers to their standards of the production control process questions while ensuring open communications on a regular basis with the staff and outside agencies. Maintains feedback documents on the quality of products, customer/staff relations, request suggestions and advice in determining the continued relevance of prisoner work and training programs.
  • Assist in coordination of visits by auditors and visitors to the Industries area.
  • Provides guidance on retrieving and filing documentation in Programs and Industries folders (paper/electronic).
  • Reviews all documentation folders for compliance during reviews and preparations for audits and forwards them to the Command Evaluator for review.
  • Accepts or rejects work order requests along with appropriate support documentation for conformance with requirements and to work productively in a production control program.
  • Demonstrates skill in using job-relevant information systems and/or software applications, such as word processing, spreadsheets, automated research tools, database applications, and the Internet.
  • Assists Programs and Industries Officer in the final review of prisoners releases plans which requires a review of substantial complexity.
  • Reviews and inspects hazardous material control, key control and tool control programs.
  • Submits all supply requirements for shop supervisors in accordance to Brig procedures and maintains timeline to shops in anticipation of budget constraints
  • Participants in job interviews of potential prisoners applying for Industries positions.
  • Assists with security (i.e. may be required to provide breaks to Industries Shop Supervisors) and participates in drills.
  • Collects and evaluates work and training reports and submits to unit team management.
  • Delivers completed products to prisoners units and obtains signature on DD Form 510.
  • Obtains safety reports of any reportable incidents to Safety Officer and maintains file copy.
  • Maintains Outlook calendar and posts to wall board to anticipate manning shortages. Coordinates with other Department Heads on any areas of the Brig where prisoners may be employed when a shop is closed due to lack of manning.
  • Conducts assisted quarterly tool inventories with shop supervisors.
  • Responsible for day-to-day management of the Industries files (paper and electronic), and exercises substantial latitude in making decisions on routine folder management, but obtains approval of supervisor for any substantial departures from established policy and procedure.
  • Must manage all these factors (different amount of time, different materials and varying collection and presentation methods) to ensure a smooth and productive workflow.
  • Aid in providing both meaningful training to staff and direction to staff/Brig customers in order to collect and present documentation to present policy, procedure and practice, as well as presenting data for performance based standards.
  • Must evaluate and follow Navy Instructions, Brig SOPs/Instructions, Adult Correctional Institution ACA Standards and other federal and service regulation, policies and standards using judgment to make adjustments as necessitated by variance in materials. Independent judgment is often exercised under the general supervision of supervisor.

Skills and Knowledge

  • Must be able to comply with American Correction Association Standards, Brig Standard Operating Procedures, and Secretary of the Navy Instruction.
  • Must have strong background in Navy Corrections and computer software programs (i.e., MicroSoft Word, Excel, PowerPoint, Access, and Adobe Pro).
  • Requires an ability to provide training to Shop Supervisors and Brig customers in the generation of production control documentation and presentation of data for inspectors/auditors.
  • Must be able to deal effectively with difficult staff and prisoners in the Industries area.
  • Experience in dealing with individuals in the instruction of completing work order requests and associated documentation.
  • Ability to guide staff in a productive, constructive manner, and have the ability to deal effectively with supervisors, peers, subordinates and others associated with the production control of the Brig.
  • Meet people, discuss, present and solve problems in a tactful manner.

Physical Effort

The work involves substantial walking and standing, which can require the ability to lift up to 25 pounds. You must be able to operate electronic doors weighing approximately 200 Ibs. You must be able to participate in unarmed self-defense training, attend pre-service and monthly Brig all-hands training. Some assignments may require the physical ability to drive to site. You are required to carry a personal distress alarm device. Must be sufficiently healthy and vigorous to be able to protect and defend self and others in a potentially hostile environment subject to being taken hostage. Required to have an up to date CPR certification at all times. Will respond to all security alerts, drills, and exercises as part of the Brig staff following the role assigned by the supervisor. Required to sign and abide by the NAVCONBRIG Charleston Ethics and Standards of Conduct standards (ACA Standard 4-4069) and the use of force policy.

Working conditions

The work is in a setting located inside the brig security perimeter. The work area is properly heated, lighted, and ventilated. The employee must observe normal safety, personal and institutional security precautions while working. Work areas, training areas, and classrooms used by incumbent are outside and behind the brig security wall. Close contact with prisoners is minimal. Due to potential aspects of security, must become trained and prepared for unarmed self-defense. There is a potential for the employee to being held hostage. Frequent visits to industrial, construction, warehouse and/or testing sites may require the use of protective glasses, headgear, hearing devices, and protective clothing. Work requires the employee to drive a vehicle. A valid state driver's license is required.

Security Clearance

A nationwide background check is required to ensure employee does not have felony or misdemeanor offenses. Work under this task order does not involve handling classified material. The contractor shall comply with all applicable DOD security regulations and procedures during the performance of this task order. Contractor shall not disclose and must safeguard procurement sensitive information, computer systems and data, privacy act data, and government personnel work products that are obtained or generated in the performance of this task order. Contractor will be required to provide clearances for personnel requiring access to government computers and workstations.
