The CSU Chancellor's Office, located on the waterfront adjacent to the Aquarium of the Pacific in downtown Long Beach, is the headquarters for the nation's largest and most diverse system of higher education. Salary

The salary range for this classification is $3,518 to $6,791 per month. The anticipated salary hiring range is up to $4,603 per month, commensurate with qualifications and experience.

Position Information

The California State University, Office of the Chancellor, is seeking a Program Analyst to provide administrative and analytical support to the CalStateTEACH program; coordinates departmental budget and grant funding; collects confidential student data for state and federal reporting purposes and analytics; coordinates the logistics of material dissemination for the mobile initiative, event planning for faculty professional development and meetings; manages faculty E-texts and Zoom subscriptions;and aids and advices Systemwide administrators, staff, and faculty on CalStateTEACH issues and procedures.

Responsibilities

Under the general direction of the Systemwide Director, CalStateTEACH, the Program Analyst will:

  • Monitor the program general fund and grant budgets. Prepare monthly and quarterly reports for Systemwide Director as needed.
  • Monitor, and process departmental financial transactions, including expenditures, purchase requisitions, travel claims, staff reimbursements, invoices, campus allocations, procurement credit cards etc. Track financial transactions for accuracy and make appropriate corrections to ensure compliance and appropriate use of funds in accordance with CSU and grantor policies and procedures.
  • Monthly reconciliation of the department credit card (P-Card). Process expenditures consistent with applicable CSUCO procurement policies and procedures.
  • In collaboration with the CSUCO Procurement Office, assist with processing and coordinating RFPs and contracts. . . Monitor contract agreements (expiration, amendments, etc.). Communicate with campuses, outside vendors and grantors to prepare contractual and grant documents.
  • Work with Fresno State University Bookstore on purchase and distribution of student materials.
  • Work with Technology Support Specialist to manage the logistics of material dissemination for the mobile initiative. Manage faculty E-texts and Zoom subscriptions.
  • Collect and review data and assist Systemwide Director in the preparation of reports, including but not limited to Title II, CTC, ERSA and ERSS.
  • Manage system-wide data collection: Extract and review ERSA and ERSS data from secure program data base, work with regional staff to correct errors and identify missing data, and submit ERSA and ERSS data to the Department of Analytical Studies database.
  • Extract and review CSET-Multiple Subject, TPA, and RICA test score data from the Pearson database, upload to Program database, and distribute it to the appropriate regional center.
  • In collaboration with the ELP Fiscal and Operations Specialist, assist with the preparation of student assistant personnel documents and recruitment process. Assist in student assistant trainings and provide feedback to Systemwide Director.
  • Provide high level customer service and assistance to faculty, administrators, and staff with questions relating to CalStateTEACH. Coordinate and interact with individuals at all levels within and outside the Chancellors Office, including routine handling of sensitive and confidential information.
  • Department liaison for Cal State Apply and WebAdmit Maintenance.
  • Send application acknowledgement emails to all applicants.
  • Maintain delinquent student account data, work with individual students on payment plans, and submit collection actions. In partnership with Financial Services, initiate invoicing and track student payments.
  • Provide administrative support to Systemwide Director: manage calendar, assist with travel arrangements and reimbursement claims, coordinate correspondence, and other duties as assigned.
  • Participate in training programs for campus, system analysts, and administrators/staff.
  • Organize and coordinate event logistics of statewide conferences and meetings, including approvals, meeting space, meals, registration, and event communications.
  • Other duties as assigned, including support to department administrative staff as needed, assist with special projects, and perform other general office duties as directed.

Qualifications

This position requires:

  • A bachelor’s degree from an accredited four-year university or equivalent combination of education and experience is required, and a minimum of three years of administrative office experience in a related area.
  • Ability to interpret and apply policies and procedures, and ability to apply independent judgement, discretion, and initiative when problem solving administrative issues that affect daily duties independently required.
  • Excellent interpersonal and oral and written communication skills required.

Preferred Qualifications

  • Demonstrate excellent word processing skills with Microsoft Word, significant Excel expertise, high-level familiarity with CMS software, PeopleSoft, Microsoft Power Point, Outlook, Adobe Acrobat, One Drive, SharePoint, digital management systems, digital portfolio, storage skills, and ability to learn new programs as needed.
  • Administrative support experience to include managing travel, various office tasks and demands simultaneously in a fast-paced environment.
  • Analytical skills related to budget and projections highly preferred. Must have ability to analyze financial data to analyze, interpret, forecast, and develop accurate expenditure projections, and budgetary visuals necessary for executive decisions.
  • Initial knowledge and understanding of contracting and procurement procedures, and ability to learn more advanced concepts and procedures.
  • Intermediate knowledge and experience with event planning and coordination practices.
  • Ability to maintain a positive attitude, establish and maintain effective working relationships with department colleagues, Division Office, CO departments, CSU stakeholders, vendors, grantors, and members of the public.
  • Ability to multitask, organize projects simultaneously, and prioritize tasks with competing priorities.
  • Ability to work independently with little or no supervision and be able to interpret and synthesize policies and procedures to provide CalStateTEACH staff and campuses with accurate and quick responses.
