MassHire Department of Career Services (MDCS) oversees the Commonwealth's network of One-Stop Career Centers, that assist businesses in finding qualified workers and providing job seekers with career guidance, as well as referral to jobs and training. MDCS strengthens the Career Center system through continuous improvement processes, and innovative business practices that maximize resources, foster partnerships, and engage employers to ensure a skilled, motivated, and adaptable workforce capable of meeting the emerging labor market needs of the Commonwealth, now and in the future.

The Program Coordinator II is responsible for Oversight, Coordination and fiscal monitoring of all Division of Career Services (DCS) statewide workforce initiatives including: Wagner Peyser (Employment Services (ES) - Title 1 WIA); Employment Assistance Services (EAS) program; Veterans; WIA Title I which are operated through the local One Stop Career Center (OSCC) delivery system to ensure compliance with Federal and State financial laws, rules, regulations, guidelines and standards; monitor local systems and processes as they pertain to Federal and State financial laws, rules, regulations, guidelines and procedures; reviews and analyzes data from audits and other available financial documentation concerning all DCS-administered funding; provides financial technical assistance, training and guidance to L WIB, OSCC, Title I fiscal agents and related staff concerning financial grants management, including review of financial systems, plans, contracts, audits and related documentation; responds to inquiries; provides support to DCS agency staff such as: provide financial training; maintain fiscal liaison with local LWIB, OSCC, Title 1 fiscal agent staff; DCS management (including Area Directors and Regional Directors); Commonwealth Corporation Staff as needed; other agency personnel; prepare monitoring and related financial reports and correspondence, assess integrity of financial systems and perform related work as required.

Preferred qualifications include the following: Knowledge of fiscal and operation monitoring; knowledge of program planning, forecasting, and development; knowledge of report writing, and creating charts, graphs and spreadsheets; ability to understand, interpret, explain and apply federal and state laws, rules, regulations, policies, and procedures relating to all DCS administered statewide workforce development initiatives; ability to research operational and fiscal issues and propose solutions; ability to gather information by reviewing fiscal and operational systems; ability to communicate effectively in written and oral communication; ability to exercise sound judgment and discretion in handling confidential information; ability to adjust to varied and changing working conditions to meet operational necessities; ability to prepare fiscal and operational reports and maintain accurate records; ability to operate word processing, spreadsheet and database software.

SALARY PLACEMENT IS DETERMINED BY YEARS OF EXPERIENCE AND EDUCATION DIRECTLY RELATED TO THE POSITION AND THE HUMAN RESOURCES DIVISION’S RECRUITING GUIDELINES. IN THE CASE OF A PROMOTIONAL OPPORTUNITY, THE SALARY PROVISIONS OF THE APPLICABLE COLLECTIVE BARGAINING AGREEMENT WILL BE UTILIZED FOR PLACEMENT WITHIN THE SALARY RANGE.


Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:
I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.*

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.*

III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.*

  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
