Strategic Insight, Ltd., is seeking a Program Management Analyst (Staff Associate) to support the AEGIS Program Director at the NSWC Dahlgren Division. Work location will be hybrid with both telework and work at the Strategic Insight Dahlgren Office.

Mandatory Requirement: Applicants selected for this position may be subject to a Government Security Investigation and must meet eligibility for access to classified information at the Secret clearance level.

Originally established in 1918 as a naval proving ground for testing gun weapon systems, NSWC Dahlgren Division has evolved to focus on advances in technology in Warfare Systems Development and Integration. The NSWC Dahlgren Division is a leading research, development, testing, and engineering (RDT&E) organization within the Department of the Navy. You will have the opportunity to make a real impact in this RDT&E community by supporting the AEGIS Program Director and his leadership team to deliver innovative, affordable, and effective solutions for the Navy and in support of joint and national initiatives. Your office hours are negotiable but generally are from 8:00 am to 5:00 pm and your responsibilities include but are not limited to:

  • Maintaining trackers and databases
  • Work with the Task Planning Sheet (TPS) leads to develop and maintain TPSs that detail tasking and funding requirements.
  • Develop bi-annual Informal Performance Assessment Report (IPAR) from TPS lead inputs.
  • Develop program bi-weekly reports from TPS lead inputs.
  • Work with the line, sponsor, and Business Office on TPS allocations/adjustments.
  • Maintain a comprehensive spreadsheet on the TPSs and funding disposition used by the Business Office as ground truth for budget planning and execution.
  • Develop and maintain a Power Point file of TPS tasking and funding details that mirror the actual TPS, used as the medium for negotiating with the sponsor.

  • Effectively communicate and work with NSWC Dahlgren Division staff at all levels, consultants, and other government staff – be a team player.
  • Understanding of budgeting to include developing spread sheets to track and maintain status of Budget Plans (revenue and expenditure planning), funding (funds expected, received, and expended), and expenditures (projections and actuals).
  • Ability to work with and safeguard sensitive and confidential information.
  • Ability to work with a high degree of independence, discretion, and personal initiative.
  • Self-starter, goal oriented, provides timely feedback on progress made on assignments.
  • Excellent organizational skills; ability to prioritize and coordinate multiple tasks, handle complex assignments, maintain status across several stakeholders, and work in a fast paced environment.
  • Excellent oral, written, and telephone communication skills.
  • Proficient with MS Office (Outlook, Word, Excel, and PowerPoint) including the ability to create and maintain spreadsheets, prepare presentation slides, and produce customized reports.
  • High degree of attention to detail and accuracy in completing assignments, including good proof reading, grammar, and analytical skills.

Education and Experience:

  • On year of experience in collecting, reviewing, and analyzing information in support of programs.
  • Demonstrated experience in the following areas: procurement support, program planning, logistics, and program cost analysis.
