The purpose of this job description is to provide a guide by which you and the management of Washington Vocational Services measure your progress and ability to meet our commitment.

POSITION SUMMARY

This position manages Snohomish County contracts, providing employment-related and community inclusion services to people with developmental disabilities. The Program manager mentors and supports Employment Consultants,
Community Inclusion Specialists, and job coaches. It includes marketing and community program development, assessment and job development and retention services.

ESSENTIAL FUNCTIONS

  • Manage Snohomish County Supported Employment (IE), Division of Vocational Rehabilitation (DVR) Program,

Community Transit (CT) Contract, School to Work (STW), and Community Inclusion (CI) Contracts

  • Communicate with funding sources, customers and their families, employers and other community members
  • Coordinate services, negotiating with funding sources.
  • Develop processes and procedures to ensure the quality of services.
  • Review and evaluate programs for compliance with CARF and contract standards.
  • Monitor and ensure contract compliance of the programs as required by both County and State requirements.
  • Manage and supervise the scope of activities and timelines to ensure that adequate uses of planning, implementation and evaluation time are allocated for successful completion of the county contracts.
  • Recruit and hire for new and/or additional program staff.
  • Supervise, train, coordinate, monitor, and evaluate staff.
  • Design and lead regularly scheduled program/staff meetings.
  • Manage data collection, by designing/implementing appropriate and approved record-keeping systems and oversees case statistics.
  • Assist the CFO, Deputy Director, and the Executive Director in developing budgets.
  • Develop and maintain cooperative relationships with outside agencies through participation or designating participants for various community activities, including but not limited to Chamber of Commerce, Rotary, and community events.
  • Develop and maintain excellent working relationships with employers, schools, customers, and funding sources.
  • Market to funding sources to increase customer referrals and to community for expansion of possible funding sources and community collaborations.
  • Mentor Employment Consultants and Community Inclusion Specialists in all aspects of their job.
  • Other duties as assigned.

  • Establish good working relationship with staff, executive team and community.
  • Foster positive communications and relationships with all employees, members of management, vendors, clients, and community.
  • Keep up to date on industry trends and developments.
  • Adhere to company policies and procedures.
  • Actively participate in and conduct meetings as requested.

QUALIFICATIONS

  • Bachelor’s Degree in Human Services, Special Education, Social Work or related field or years of experience in a similar or related position will be considered in lieu of degree.
  • Minimum of four (4) years experience working with developmentally disabled individuals, providing employment supports, job development, job contracts, or vocational rehabilitation; preferred
  • Minimum of two (2) years supervising and mentoring staff.
  • Thorough understanding and knowledge of vocational rehabilitation process, state, and federal laws.
  • CARF accreditation standards knowledge preferred.
  • First Aid/CPR Certification required. (WVS will provide for the training/ certification)
  • Knowledge of community resources, including Assistive Technology and Assistive Equipment used by individuals with disabilities, and disability etiquette.
  • Demonstrated excellent oral and written communication skills as well as creative thinking and problem- solving skills.
  • Ability to attract, develop and retain individuals with strong abilities to provide services to individuals with disabilities.
  • Able to work independently, take direction and to be a self-starter.
  • Developed and professional interpersonal skills, attitude, and appearance.
  • Proven ability to work with efficiency, flexibility, and good humor.
  • Excellent organizational and time management skills.
  • Detail oriented and accurate while being able to handle multiple tasks, switching directions frequently and working as part of a team.
  • Strong team building skills, proven project management skills, ability to allow autonomy without micro- managing.
  • Ability to exercise tact and diplomacy in organizational settings.
  • Demonstrated ability to build and maintain relationships with a wide array of people at all levels within the organization and clients.
  • Able and willing to learn in both formal and informal settings.
  • Must understand and demonstrate the importance of ethical considerations in the field of human services.
  • Intermediate to advanced skill level in computer software including QuickBooks Accounting Software, Word, Excel, Outlook, and all MS Office Suite-all versions.
  • Ability to operate and effectively use general office machines, including but not limited to; Video Phone, FAX, copier, computer, printer and telephone.
  • Proactive approach that is looking for ways to maintain and improve processes and help people.
  • Ability to pass Washington State Background check, DSHS background check or others as required by funding source.
  • Possess and maintain current Driver’s license and retain auto insurance as law requires.

PHYSICAL REQUIREMENTS

  • Frequent standing, walking, and sitting.
  • Pushing, pulling, crouching, and reaching as required.
  • Occasional lifting and carrying up to 20 pounds.
  • Must be able to work at computer or desk area for extended periods of time.
  • Ability to travel as needed and required. Up to 40% travel for this position due to the location and area.
