Starting Salary

Sector Strategies focus on developing a pipeline of workers and upskilling through key programs including the Workforce Competitiveness Trust Fund, Learn to Earn, Career Technical Initiative (CTI), and various Health Care Workforce Initiatives. The Sector Strategies team supports the development of partnerships throughout Massachusetts between business, education, workforce development, and community leaders to continuously address the in-demand needs of bridging labor and industry.

The Program Manager WCTF will:

  • Oversee a statewide portfolio of workforce partnerships (grants) and provide technical assistance as needed
  • Lead new grantees through contract negotiations, ensuring budget formation and program design are aligned with grant initiatives and ready for implementation
  • Support grant procurement processes, including iterations of requests for Proposals (RFPs), forming proposal review and selection committees, and communicating award announcements
  • Oversee invoicing throughout the life of the grant, ensuring timely submissions and payments while upholding fiscal operations and protocol technical Assistance
  • Serve as the primary point of contact and liaison for assigned grantees within the Sector of Programming
  • Provide excellent customer service, swiftly responding to grantee concerns and escalating concerns when needed
  • Maintain strong communication with grantees and deliver relevant program updates and information to support program operations and success
  • Troubleshoot challenges with grant management or programming, ensuring programs are being carried out according to the scope of service
  • Maintain a working knowledge and subject matter expertise of respective workforce programming. Monitoring Oversight
  • Monitor grant agreements, and budgets and ensure compliance with data entry and reporting requirements.
  • Use grant management systems to organize, analyze, and report on program deliverables and expenditures
  • Exercise critical thinking to observe trends and anticipate support or technical assistance needs for grants when applicable relationship Management
  • Periodically visit program sites to ensure effective start-up and implementation.
  • Support the planning and facilitation of convenings of grantees to disseminate resources and share best practices.
  • Participate in special project teams and represent Commonwealth Corporation in meetings and networking events with key stakeholders such as community leaders, policymakers, and elected officials.

  • Applied knowledge of managing databases or relationship management software (Salesforce, Apricot)
  • Familiarity with budget oversight, monitoring state/ federal programs, and compliance.
  • Critical thinking skills, anticipating grantee and program needs, making data-informed decisions, and exercising good judgment
  • Highly skilled in leveraging oral, written, and interpersonal communication skills to build relationships with varied groups such as partners, service providers, and government stakeholders
  • Broad knowledge of adult learning theory and approaches to training delivery.
  • Passion for and commitment to addressing issues of social justice and educational equity.

Minimum Qualifications:

  • B.A. degree preferred, or A.A. Degree with additional relevant work experience.
  • Three years of experience in a public or nonprofit setting such as workforce development partnerships, education and training programs, or human services
  • Proficient to expert knowledge of Microsoft products (e.g. Excel, Word, Outlook, PowerPoint)
  • .Access to reliable transportation for in-state travel (once safe)

Commonwealth Corporation does not contribute to Social Security; however, in lieu of such contribution Commonwealth Corporation will contribute on a biweekly basis the equivalent of 13.2% of your salary to a 401(a) employee retirement plan. This plan is administered by Nationwide where you are vested 100% on day 1 of hire ( No waiting period).
