SUMMARY

The Project Manager provide overall on-site management for a contract with the Directorate of Defense Trade Controls (DDTC) at the Department of State, including management of staff, contract deliverables, and financial reporting.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Overall management on-site for the task order to include interface with Contracting Officer Representative (COR), supervision of assigned contract staff, and management of all contract deliverables.
  • As key personnel must be on-site during business hours or as requested by the delegated COR or the Contracting Officer in the COR’s absence. During the project manager’s absence, the company shall provide a qualified backfill, and approved by the COR.
  • Serves as the primary point of contact between the COR and company Program Management regarding all contract management matters.
  • Ensures the successful and timely performance of all contract tasks in accordance with government requirements and standards.
  • Consults with the COR concerning the performance of each contract task, work progress, scheduling, costs, personnel assignments, recruitment, work priorities, and work performance.
  • Directs and coordinates employees only on his/her respective order(s).
  • Recruits suitable personnel, arranges appropriate training, and ensures the satisfaction of security and administrative requirements in a timely manner.
  • Designs, directs, and ensures successful operation of a formal quality control and review program to maintain the accurate performance of all activities of the contract.
  • Analyzes work procedures and coordinates the timely review, updating, and modification of all procedures manuals.
  • Monitors SOW/PWS and makes recommendations for improvements to the COR. Collects, compiles, analyzes, and presents all required reports to the COR.
  • Provides oral and written status reports to the COR.
  • Understands, the State Department Contracting Officer is the only person who can modify the contract/task order.
  • Escort assigned employees as required.

EDUCATION AND EXPERIENCE

  • Bachelor’s Degree or a combination of post-high school education and experience with a minimum of ten (10) years of strong contract management experience gained within industry and/or government.
  • At least two (2) years of Department of State experience.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Industry certification such as Project Management Professional (PMP) or FAC-COR highly preferred.
  • Demonstrated ability to manage complex projects involving diverse operations for multiple offices; to direct time critical activities; to supervise large numbers of employees; and to coordinate several major tasks.
  • Demonstrated success in supervising and counseling employees.
  • Demonstrated success in contract administration and managing costs.
  • Demonstrated ability to develop, organize, conduct, and oversee quality control and review programs.
  • Demonstrated ability to analyze work procedures and priorities.
  • Demonstrated ability to meet amicably with contentious individuals, to deal with them tactfully, to explain policies and procedures, and to secure their cooperation.
  • Demonstrated written and oral communications skills to be able to correspond with COR, government management, and employees.
  • Demonstrated ability to read and understand complex sets of procedures and other documentation.
  • Has working knowledge of Microsoft Office Suite programs and be able to operate all office equipment including but not limited to: telephones, copy machines, fax machines, scanners, printers, and computers.
  • May be required to travel within domestic and/or international.
  • Ability to successfully pass a federal background check and a drug screen
  • Cherokee Federal employees are included as covered employees in U.S. Presidential Executive Order 14042, which mandates Covid vaccines for federal contractors. Executive Order 14042 is currently blocked from enforcement pending court proceedings. Therefore, Cherokee Federal is halting the application of the mandate; however, if the injunction is lifted, Cherokee Federal will restore administration of the vaccine requirement.
