Our distinguished Public Works Department is currently seeking a mature, established, reliable professional to join our Utilities Division as Public Improvement Technician II to perform para-engineering and technical work, including calculations based on civil engineering formulas.

This highly technical role is responsible for the review and implementation (preparation, inspection, and reporting) of engineering and development plans in accordance with industry and Village codes and standards in addition to the coordination and communication among permitting agencies, engineering consultants, and contractors for the formulation and implementation of improvements to the Village’s Water, Sanitary, and Storm Sewer systems, to ensure compliance with all Village of Orland Park codified standards, IEPA regulations, and MWRD compliance. These projects include, but are not limited to: Village’s annual water main replacement in conjunction with the road program; sanitary sewer system upgrades, including lift station reconstruction; water tower rehabilitation; water meter replacement program; storm water retention basin management and maintenance programs.

Key Responsibilities:
The Public Improvement Technician II will perform daily on-site inspection of commercial and residential Utility work to ensure compliance applicable requirements for water main, sanitary, and storm sewer line construction and installation; regularly exercises technical judgment based on approved engineering drawings, Village requirements, and a wide variety of installation, construction, and repair problems; respond to flooding concerns, review existing conditions, and make recommendations for improvement; perform survey duties to determine grades and elevations for drainage concerns. Answer inquiries concerning floodplain information; perform inspections of public utility improvements and private services for conformance to Village codes, approved engineering design, and industry accepted engineering standards; inspect and prepare repair/punch lists for public improvement projects prior to acceptance of subdivisions/projects; prepare and maintain records for the acceptance of the subdivisions; assist with preparation and review of project bid documents for Request for Qualifications (RFQ), Request for Proposals (RFP), and Invitations to Bid (ITB) documents for various types of infrastructure projects; develop and maintain both design and construction schedules and Engineer’s Opinion of Probable Cost (EOPC) documents for various infrastructure projects; review and discuss work progress and scheduling with contractors, consultants, and subordinates, and make adjustments as needed; identify issues or problems associated with various projects/plans and provide clear and concise direction on how to resolve; and ensure projects are completed on-time and within budget working with Utilities Operations Manager & Utilities Supervisor.

Additionally, this position will review engineering plans and drawings submitted to Development Services to determine compliance with Village codes and ordinances, and provide input for resolution; inspect construction in progress and completed installations for workmanship and use of proper materials and methods; in cases of non-conformity, stop construction (with the input and approval of the Director of Public Works) until all defects are corrected; communicate with contractors, residents, and engineers on a daily basis; develop solutions, respond to resident concerns/questions, manage consultants, and work with contractors while maintaining engineering and industry standards; manage consultants who will primarily be working Project Managers on water main/ storm sewer improvements; prepare, maintain, and update the Village’s public improvement maps in coordination with the GIS Technician; review and process contractor and sub-consultant invoices, retainage, and Letter of Credit working with Utilities Operations Manager; coordinate closely with the Street Public Improvement Tech II for requirements and projects; and participate and attend meetings as a member of the Public Works Leadership Team.

This important role will also manage Stormwater Stewardship/ Aquatic Weed Control contractors working on Village owned storm basins, be involved with Water Plant Operators and Village Sanitary consultants and perform other duties as assigned.
Qualifications, Knowledge, Skills:
A Bachelor’s degree in civil engineering or other closely related field along with a minimum of five years of experience in the civil engineering field and/or public works construction field, is preferred. Progressive level of responsibility managing capital and operational budget projects is also needed. Excellent written and verbal communication skills are essential. This position requires a current Class D Illinois Driver's license and the ability to drive.

The ideal candidate will possess knowledge of the principles and practices of civil engineering, underground utility methods of construction, IEPA, Metropolitan Water Reclamation District and AWWA standard specifications for water main installation and relevant State, and federal codes.

The ability to utilize basic survey equipment to check grades and complete associated mathematical calculations; read and interpret civil engineering drawings and records, maps, legal descriptions, and survey notes; communicate effectively, both verbally and in writing; work in a progressive team environment; work efficiently and effectively within time constraints; and correlate data and problem solve as applicable is required.

Must be able to establish and maintain effective working relationships with external and internal customers. ESRI GIS Platform (PRO and Desktop) experience is desirable.
Compensation & Benefits:
The salary for this position is $70,166 - $85,000 depending on qualifications. The Village of Orland Park offers a comprehensive employee benefits program which includes medical, dental, vision, life insurance, and an employee wellness program. Retirement benefits through the Illinois Municipal Retirement Fund (IMRF) are provided along with the option to participate in a 457(b) plan through Nationwide is also available.
