LOCATION: Kaua’i Veterans Memorial Hospital – Waimea, Kaua’i, HI

This position is located in the Materials Management department at Kaua’i Veterans Memorial Hospital (KVMH) of the Hawai’i Health Systems Corporation (HHSC) Kaua’i Region. KVMH, along with Samuel Mahelona Memorial Hospital (SMMH) and The Kaua’i Region Clinics, which consists of The Clinic at Waimea, The Clinic at Port Allen, The Clinic at Kalāheo, The Specialty Clinic at Kalāheo, The Clinic/Urgent Care at Po’ipū, and The Clinic at Kapa’a, are all part of a public benefit corporation of the State of Hawai’i.

The Materials Management department assures adequate provisioning of supplies, equipment, material, services, and maintenance, including extensive procurement, contracting, and purchasing functions for the Kaua’i Region.

JOB FUNCTIONS: The Purchasing Technician is responsible to purchase a wide variety of goods, equipment, supplies, materials, etc. for the Kaua’i Region, where the nature of the purchases made requires the substantial use of written requests for quotations or the preparation of specifications for routine formally advertised purchases.

This position will also be responsible for the actual purchase, lease, or rent of supplies, materials, equipment, services, etc., for the Kaua’i region through such means as purchase orders, petty cash, or charge accounts; will certify or verify the receipt of the purchased items and follow up on problems with orders, such as shortages, overages, damages, or items that do not meet specifications and obtain credit memoranda or other restitution form the vendor; checking and verifying invoices, re-computing extensions, verifying discounts, shipping costs, etc., and assuring that the proper tax is applied.

As this position is located in offices, warehouses, and both large and small storerooms, travel is required, on a regular basis, to and from different facilities within the region (KVMH, SMMH, or the Kaua’i Region Clinics) on a daily basis as directed. This position reports to the Senior Contracts Manager, position no. 55533, or its designee.

MINIMUM QUALIFICATION REQUIREMENTS

To qualify, you must meet all of the following requirements. Please note that unless specifically indicated, the required education and experience are credited based on a 40-hour workweek.

Education: High school diploma or equivalent preferred.

Experiences:

General Clerical Experience: Two (2) years of responsible work experience which demonstrates the ability to request information from others and to explain procedural requirements orally and in writing and which demonstrates experience in preparing and submitting requisitions for purchasing where the work involves all aspects of the following; gathering information regarding the desired product and alternatives by gathering brochures and discussing requirements with requestors and vendors; obtaining information regarding prices and/or obtaining quotations; writing up the requisition for submittal for purchasing and which demonstrates an understanding of purchasing policies, procedures, and requirements.

Specialized Experience: One (1) year of responsible work experience in the purchasing of supplies, materials, equipment, and/or services which demonstrates a knowledge of the methods and procedures of purchasing and which provides familiarity with regular business and trade practices in buying and selling, such as selling terms, conditions, discounts, delivery schedule, packing, packing practices, various commercial sources of supply and compare prices for a variety of goods and/or services. The experience must further have demonstrated the ability to use purchasing reference materials and to work effectively with requestors in clarifying and identifying the nature of goods and/or services required. Regarding vendors, to explain and clarify purchasing requirements and practices and to solve problems.

Certifications: None.

Licensure: Valid, current State of Hawai’i driver’s license is required.

DESIRED SKILLS & ABILITIES

Knowledge of: government purchasing statutes, and principles; computers; purchasing programs, and inventory control programs. Microsoft Word and Excel are highly recommended.

WORKING CONDITIONS

Applicants must be physically able to perform, efficiently and effectively, the essential duties of the position which typically require the ability to read without strain printed material the size of typewritten characters, glasses permitted, and the ability to hear the conversational voice, with or without a hearing aid, or the ability to compensate satisfactorily.

Physical Requirements: Frequent lifting and carrying of up to 50 pounds, manual dexterity, and mobility; field of vision; ability to see peripherally; temperature changes: variations in temperature from hot to cold; noise to cause distraction; may be exposed to infections and contagious diseases, i.e., TB, AIDS, and Hepatitis B viruses. May be subject to disgruntled or hostile and upset customers, vendors and personnel, etc. under all conditions and circumstances.

May be subject to the handling of and exposure to hazardous chemicals; subject to many interruptions and individuals who want answers immediately. Must have the ability to communicate tactfully and listen carefully. Communicates with nurses, vendors, suppliers, and corporate personnel.

Mental/Emotional Requirements: All applicants must possess emotional and mental stability appropriate to the job duties and responsibilities and working conditions.

COVID-19 VACCINATION REQUIREMENT

COVID-19 vaccination is a condition of employment for Hawai’i Health Systems Corporation. After receiving a conditional offer of employment, all prospective new HHSC employees are required to be fully vaccinated against COVID-19. New employees are required to provide confirmation of their full vaccination status by presenting their CDC vaccination card or VAMS Certificate prior to their start date.
