This positon is accountable to p roduce accurate and complete work specifications and changes in support of availabilities and special projects.

PURPOSE AND FUNCTIONS
Provides accurate work specifications and change orders in accordance with Government guidelines and standards using Work Notifications (WN),drawings and technical documents.

KNOWLEDGE, SKILLS & ABILITIES
Typically has a BA/BS in a related field plus two (4) years directly related experience, or AA/AS plus four (4) years’ directly related experience, or eight (8) years’ directly related experience.
Directly related experience in project management, production management preferred.
Knowledge of ship repair, overhaul and modernization processes and procedures and Work Breakdown Structure (WBS) philosophy.
Expert knowledge of 4E specifications requirements. Working knowledge of Microsoft Office products. Expert ability to effectively communicate with other disciplines or groups and resolve planning conflicts. Ability to read drawings, blueprints, standard items, and specifications of work items. Working knowledge of Navy Maintenance Database (NMD) Planning and Execution Modules. Should be familiar with Project Management methodologies and processes.

RESPONSIBILITIES Review all developed work specification conforms to 4E requirements, all current references are used, and the WS meets the requirements of the WN. Provide feedbacks to Planners on inconsistencies for WS writing improvements. Develop (prepare/write/revise), issue and distribute assigned planning documents, procedures and work items in accordance with all applicable instructions, directives and procedures. Conduct ship-checks as required. Create NMD availabilities and Work Specification Items. Integrate, review, and validate planning process with primary parties and government affiliations on a weekly basis to ensure compliance. Prepare advanced planning reports for dissemination to the government for processing. Conduct meetings to inform key personnel of planning updates. Work closely with Estimators and Schedulers to ensure all information is represented appropriately to produce an integrated planning schedule.
Develop and maintain professional relationships with NSSA, Port Engineers, Project Managers, Teaming Partners, and other customers to facilitate release of work, contractual issues, execution of work, and management of Condition Found Report/Request for Contract Change (CFR/RCC) processes.
Insure NMD and planning module is synchronized.
Insure timely processing of Work Specifications, Condition Found Reports (CFRs) and Requests for Contract Change (RCCs).

PHYSICAL REQUIREMENTS
Repetitive or prolonged sitting, climbing, balancing, and lifting. Lifting body weight, sitting, reaching, handling, pushing/pulling, standing, walking, leaning and seeing (to maintain visual contact with load), eye/hand/foot coordination. Hearing warning signals, reading and comprehending safety instructions and planning sequence. Works in all areas of the shipyard and on board ships. Must be able to maintain general safety awareness and avoid hazards commonly present in employee’s work area. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus. The employee is regularly required to sit, use hands to fingers, handle or feel objects, or controls, and to talk/hear. Must be physically able to walk to all yard locations, including vessels. Must be able to lift weights up to 50 pounds. The noise level in the work environment is usually moderate.

WORKING RELATIONSHIPS
Reports to the Planning Manager and interfaces with Trades, Production Management, Estimating, Scheduling, Supply Chain Management, Contracts, and the customer. Will be informed of priorities and allowed to schedule work as necessary to complete required tasks within guidelines provided by the Supervisor. This position has no direct reports.

ADDITIONAL REQUIREMENTS
Regular, reliable attendance on-site is an essential function of this job Work may require assignment to offsite locations Work will mostly be performed in an air conditioned office, but the incumbent must be able to commute about the yard and on the ships undergoing repair
Must be willing to travel and have reliable transportation
Must be a U.S. citizen and qualify for a Common Access Card (CAC) or DBIDS badge
Ability to use work provided cell phones and desktop computers.
Must be familiar with working in a naval-ship-work-environment and be able to go aboard marine vessels and the drydock, climb ladders, work in tanks and confined spaces, and wear personal protective equipment.
Comfortability in areas that can be dirty, dusty, hot or cold
