Responsibilities:
Mission Support and Test Services (MSTS) is looking for an experienced senior leader and people-oriented manager to lead a Research & Development (R&D) Laboratory at its Santa Barbara location. This leader will serve as a Division Manager (Manager III seniority level) providing positive leadership for diverse teams of scientists, engineers, and technicians delivering national security projects that support government sponsors. This position and the Laboratory operationally serves the Nevada Nuclear Security Site (NNSS), and reports to the Senior Director of Global Security.
Key Responsibilities
  • Possess and demonstrate advanced operational leadership skills, business skills and acumen that underpin fiscal responsibility, planning and reporting, and the ability to effectively deliver a variety of information to the Executive Leadership of MSTS, Federal Sponsors, and Federal Oversight.
  • Provide technical, functional, and operational leadership for an approximately $35M budget that covers a broad spectrum of research and development areas such as: experimental and applied physics, hardware and software development, chemistry and spectroscopy, systems engineering and cyber security.
  • Manage administrative, cost, schedule and performance for all programs and projects; evaluates critical issues/impacts, and determines courses of action.
  • Directly responsible for all site operations at the Special Technologies Laboratory as the senior MSTS representative on site.
  • Actively monitors the overall health of the division. Pro-actively addresses personnel, security, operational, and safety concerns and issues. When necessary, elevates issues to management in a timely manner.
  • Understand how to run and takes ownership of the inherent risks in a multi mission and multi facility laboratory.
  • Develop and maintain a positive and proactive environment where employees are heard, can thrive, and drives success for the organization.
  • Lead and inspires a multi-disciplinary, matrixed, team of scientists, engineers, technicians, support personnel and project managers.
  • Own overall responsibility for personnel actions and staffing; coordinates with matrixed organizations, supports subordinate managers in recruiting, retention, development and mentoring of laboratory staff.
  • Create a consensus environment for senior laboratory leaders to bring forth creative scientific and business solutions for existing and future customers.
  • Promote organizational development, learning concepts, and provides positive leadership that encourages continuous improvement related to mission execution, financial accountability, and customer satisfaction.
  • Lead laboratory strategic planning activities.
  • Develop strategic staffing plans that address forecasted levels of effort and technical skill mix.
  • Lead subordinate managers in crafting business objectives and strategic vision for laboratory in concert with the overall objectives for the Global Security Directorate and MSTS.
  • Conduct strategic-level management planning to establish policies that provide the framework to enable subordinate managers to operate effectively and efficiently in achieving program objectives.
  • Expertly integrates and collaborates with other internal and external organizations.
  • Create and maintain productive, professional relationships with Global Security peers, other groups within MSTS, the Nevada Field Office, and other external organizations and entities.
  • Support laboratory staff in managing and maintaining customer relationships.
  • Collaborate with Mission Development to drive business development across the entire MSTS organization.
Qualifications:
  • Bachelor’s degree or equivalent training and experience, plus a minimum of 17 years of related and progressively responsible experience. Master’s degree or Ph.D. highly desirable.
  • Demonstrate knowledge, skills, experiences and competencies required to successfully perform the job.
  • Must have experience successfully leading large teams and complex operations and the ability to succinctly present status to Global Security Senior Director and MSTS Executive Leadership. Experience managing in a matrixed organization is desirable.
  • Experience managing highly technical staff (Scientists, Engineers) who are very senior and leaders within the technical communities in which they function.
  • Experience working with multiple organizational constructs (matrixed organizations, direct line organizations and pure research and development organizations).
  • Possess active listening skills and a “servant leader” perspective; able to articulate examples.
  • Able to follow and understand technical discussions at a high level. Domains include experimental physics, nonproliferation research, hardware and software development, systems engineering, and cyber security.
  • Demonstrate ability successfully hold executive level discussions with external customers as the Leader of the Laboratory.
  • Must be able to maintain a corporate perspective and possess the ability to deal with ambiguity and conflicting priorities.
  • Demonstrated experience creating a structure that actively promotes mentorship of junior employees by senior employees.
  • Must have or be able to obtain and maintain a DOE Q Security Clearance and SCI access.
  • The selected candidate must be present at the Santa Barbara location and willing to reside on the Central California coast, within commuting distance to the laboratory.
  • The primary work location will be at the Special Technologies Laboratory (STL) in Santa Barbara, CA. In addition, work at other locations including, but not limited to, the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada) and the three National Security Laboratories: LANL (Los Alamos National Laboratory), LLNL (Lawrence Livermore National Laboratory) and SNL (Sandia National Laboratories) may be required.
  • Must be willing to travel up to 25% of their time.
  • Work schedule will be 4/10’s, Monday – Thursday (subject to change).
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver’s license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

(position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigation's, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required.
