POSITION: Refuse Equipment Operator

Department of Public Works – Refuse and Recycling Division

RANGE & RATE: Schedule WA00 Range 06

$30.983/hour - $64,445/year
40-hour work week



SUMMARY:

This is responsible semi-skilled work within the refuse and recycling department involving
driving and operating large equipment in the operation of the transfer station and
operation/management of the Township leaf composting facility.

Work involves responsibility for operating equipment used in refuse collection, operating the
transfer station and the leaf composting facility. Duties include driving vehicles including but
not limited to large sanitation vehicles, dump truck, compost turner and front-end loader. This
position also has the responsibility for making standard decisions regarding established
equipment operation practices and operation of a leaf compost facility. The work requires that
the employee have good knowledge, skill and ability in the operation of sanitation vehicles and
equipment as well as leaf composting equipment and practices.



SUPERVISION RECEIVED:

Works under the general supervision of a Refuse Crew Leader.



ESSENTIAL FUNCTIONS:

Operates all necessary equipment in moving refuse at the transfer station. Equipment shall
include but not be limited to sanitation packer, front end loader and dump trucks.


Operates all necessary equipment at the Township leaf composting facility.

Operates the Township leaf composting facility in accordance with all applicable rules and
regulations.


Operates the Township’s scale house and compactor.


May serve as lead worker, ensuring that refuse collectors comply with departmental regulations
and observe safety precautions.

Confers with Crew Leaders and Supervisor to advise them of personnel or equipment problems.

Monitors conditions of equipment and follows up on repairs.

May operate a heavy sanitation truck or recycling truck in the collection and disposal of refuse
and recycling. Operates truck or equipment in narrow areas, frequently backing for considerable
distances.

May operate heavy equipment such as tub grinder and any other related recycling equipment.


Operates snow and ice control vehicles during snow emergencies.


Performs minor maintenance chores to assigned vehicle such as lubrication. Inspects vehicle and
checks fluids and safety devices.


May be assigned to other Public Works divisions to perform required duties.

Performs work of lower classifications, as necessary.

Performs related work as required.



QUALIFICATIONS:

High school diploma or the equivalent plus a minimum of two years of experience in solid waste
collection work including some experience in operating a large truck or heavy equipment and
involving public contact.

Ability to obtain a scale house operator license within 3 (three) months of hire.

Ability to obtain a Certified Compost Operations Manager Certification within 1 (one) year of
hire.

Valid class B driver's license free of air brake restriction.

Substantial knowledge of refuse or recycling collection routes as necessary.

Good knowledge of the procedures, rules and regulations pertaining to the collection and
disposition of refuse, recycling and leaf composting operation.


Good knowledge of the geographic area to which assigned.

Considerable skill in operating a front-end loader and a large sanitation packer and the hydraulic
attachments.

Considerable skill to operate a compost turner in the operation of a leaf composting facility.

PHYSICAL REQUIREMENTS:

Ability to stand for a minimum of 1 up to 8 hours, walk for a minimum of 1 up to 8 hours and
drive for a minimum of 6 up to 8 hours per workday. In severe weather conditions, ability to sit
and drive for up to 16 hours.

Ability to bend, stoop, squat, crawl, climb, reach above shoulder level, crouch, kneel, lift and
push/pull 75% of the workday for refuse and equipment manipulation.

Ability to lift and carry up to 50 pounds of tools, equipment and materials for up to 68% of the
workday and lift and carry up to 100 pounds of tools, equipment and materials for up to 35% of
the workday.

Ability to use both feet for operation of foot controls of equipment.

Ability to use both hands for simple grasping, firm grasping and fine manipulation tools,
equipment and objects.

Ability to perform job functions and equipment maintenance using safety precautions at various
heights

Ability to perform job functions using safety precautions where moving machinery may be
present.

Ability to perform job functions in all types of weather and temperatures.

Ability to drive automotive equipment.

Ability to perform job functions using safety precautions where environmental conditions may
be challenging.


Ability to perform job functions using safety precautions where loud noises may be present.
