Job Role:

The Regional Operations Manager must ensure Operational integrity for his/her regional stations by strictly complying with safety and security regulations, following procedures and regulations established in the operational and safety manuals in force (e.g.: CHM, GHM, GOM, DGM and SSM).

In line with AFKL guidelines and standard of quality, manages activities of local Operations in the Region in order to ensure optimal utilization of aircrafts cargo and trucks capacity at the lowest cost contributing to customer satisfaction and maximization of load factor.

The Regional Operations Manager is the representative of Operations for the stations in his/her region. He/she is responsible for maintaining constant communication, either directly or via local Operations Managers, with Sales and Distribution, Customer Service, Local Authorities and vendor/handling companies under contract to Cargo and Ground Operations. Is also Responsible for managing his/her team including all HR related aspects. The Operations Manager is if applicable also responsible for Load Control activities and the Regional Operations Manager will be required to assist other stations in Load Control activities if necessary.

Organizational Context:

The Regional Operations Manager reports hierarchically to the AODs for warehousing matters and RAOM for ramp handling matters. The Operations Officers, Operations Agents and Operations Supervisors (if applicable) report to the Regional Operations Manager. The Regional Operations Manager is responsible for managing the contracted vendors of his/her stations, the warehouse and full freighter ramp handling, Load Control and operations support activities (Flight Handling SPLFF), and might participate in some handling duties depending on local settings and scope of service arranged with local handling companies.

Key Responsibilities:

1) Management/administration

Structure and manage an adequate AF/KL operations supervisory team for cargo Handling supervision and/or executing all or partial cargo operations activities. (Documentation, warehouse and SPLFF ramp). Guarantee that own staff and/or handling companies’ staff are trained according AF/KL/MP regulations standards.

Elements are:

  • Organize on a timely and correct manner as per local HR and AOD/ RAOM guidelines all HR issues related to own team
  • Perform appraisal and TCP in concert with Regional Director and Airline AOD
  • Ensure compliance with airlines AOC, local labor law and regulations.
  • Support and develop the local team through training and evaluation
  • Ensure strong harmonization of practice and process among the team

2) Cargo Handling Management

Export Flow: Guarantee build-up plan instructions for all flights related to their station(s), based on the final booking list, which will comply with all legal and procedural regulations. Elements are:

  • Loading instructions for special loads like (heavy and big shipments)
  • Ensuring clear and on time instruction to third parties in the specified loading and buildup.
  • Initiate and/or control the design and the implementation of local procedures, if local circumstances require so.
  • Organize departure manifest review for irregularities prior to flight departure, problem anticipation and instruction of third party on necessary actions to alleviate or minimize consequences.
  • Control and enforce adherence to the AFLS processes i.e. “Q”treatment & creation; flight planning; rebooking by AF KL when applicable

Import flow :

  • Organize arrival manifest’s review for irregularities prior to flight arrival, problems’ anticipation and instruction of third party on necessary actions to alleviate or minimize consequences.
  • Organize future flights’ preview for potential conflicts, especially for cargo planned from another station.

Trucking :

  • Organize and steer local trucking operations

3) Aircraft Capacity Management

  • Coordinate and optimize flight capacity vs. cargo demand with relevant departments.
  • Organize and coordinate last minute changes in cargo demand to optimize flight capacity.

4) Operational Integrity / Procedural Compliance

  • Ensure and control local compliance of the operational procedures contained in the Minimaq, CHM, GHM, GOM, GDM, SMM and CSP’s and specific instructions as per My E-doc.
  • Where local situations require deviation, develop and implement in conjunction with Regional Operations Manager / Regional Director and / or Area Operations Director’s / RAOM, clear guidelines and procedures.
  • Ensure Safety Management systems (SMS) as deployed by the Operating Carrier are used like audits, Station surveys, etc…..
  • Ensure station information for Operations as published by various means like Minimaq , INF, DRS and SIS (MP Station Information System)

5) SMS/ Quality control and supplier management

Ensure to monitor SMS indicators, analyze events and define action plans.Make report events, SMS performance and action implementation during internal review and external meeting with third party handling company.

Organize actions taken on all reported deviations by the specified responsible party.

Elements of the above are:

  • Monitor staff / GHA and equipment to achieve all quality targets and to execute all working procedures required on a per-shipment and flight level.
  • Take local actions to correct any deviations or discrepancies and report to AODs and Regional Director.
  • Guarantee all tracking/tracing (local) monitoring requests are action and ensure accurate and timely response by third-party handling company.
  • Prepare procedural gap analysis for review meeting with third parties involved
  • Perform as per Minimaq with suppliers (GHA, trucking companies) regular review meetings for analyzing and taking actions against deviations and discrepancies including CiQ quality reporting system.

6) Engineering of Local Production Elements

Third parties act according to instructions as set by relevant and specified AF/KL Cargo departments.

Ensure instructions from ROAM / AOD that require the third-party to produce/source value-added services are confirmed and action within the scope of the authority of the third-party.

7) Warehouse and handling equipment in coordination with the facility manager

Ensure the integrity of the facility and sufficient means for effective and efficient warehouse and document handling. Elements are:

  • Ensure the facility is operational and compliant with local rules and regulations, regular preventive and general maintenance is done.
  • Ensure there is sufficient equipment in good working order available
  • Deliver investment and replacement plan to the Regional Director and AODs

8) Communication

Messages with regard to individual shipments, flights and other events must be sent correctly, on time and according to pre-defined procedures to relevant and specified parties. Elements are:

  • Pilot and/or initiate the design, implementation and working procedures for communications between warehouse third-party and Ground Operations as per SLA’s. Guarantee that actions are taken to ensure, all messaging by third party as specified or otherwise agreed, are executed timely and correctly.
  • Organize and control local procedural development to ensure third-party compliance in shipment messaging, including status registration. Monitor effectiveness and take action if necessary.
  • Set operational organization that ensure accurate and relevant MAWB and HAWB data capture input prior to scheduled departure. Formalize and report any deviation to management.

9) ULD and stock control

Available equipment and consumables used for handling. Elements are:

  • Guarantee AF/KL/MP equipment is monitored by third-party staff, recognize training needs and organize locally.
  • Ensure ULD stock information is communicated timely and correctly.
  • Ensure station stock is managed effectively at lowest possible cost

10) Accounting

Correct and on time handling of invoices which comply with accounting procedures.

  • Ensure that all accounting procedures as issued by the Administrative Organization are executed correct and on time.
  • Guarantee and/or perform the execution of the initial audit on all invoices for services performed at the station included but not limited to the handling invoice, equipment leases, maintenance, and consumables such as plastic, wood, etc.
  • Steer and/or lead any discussion with handling company management on all cost discrepancies, involving the Market Manager, AOD and RAOM if necessary.

Job Type: Full-time

Pay: $85,000.00 - $115,000.00 per year
