Program Description
The Felton Training, Research and Evaluation Division develops, implements, and coordinates activities in these three domains for Felton Institute. The division also provides training and technical assistance for behavioral health and social services community partners in California and other states, supporting the building of capacity across all key domains, including: fund development, program design and implementation, and outcomes assessment.

Training
The division creates and implements staff development/training programs for Felton employees as well as external organizations and related stakeholders. Through the Path of Learning staff development program, Felton employees have access to training in evidence-based, evidence-informed, and best practices that are considered the highest standard of interventions in behavioral health and social services. The division creates and implements training academies and other learning experiences designed to the goals and needs of client organizations at the State, County and CBO (community-based organization) level.

Research
The division is growing its capacity to create, support, monitor and report on behavioral health and social service-related topics, often in collaboration with partners (university investigators, funding bodies).

Evaluation
The team works across the agency supporting other divisions in the development, implementation and reporting of program impact, helping to answer key questions about the provision of services, service models and the impact of those models.

Role Overview
The Research and Evaluation Analyst role is a full-time position responsible for the day-to-day facilitation and implementation of Felton’s research and evaluation projects, both internal to Felton, and external in support of collaborating agencies/evaluation clients. The goal of this role is to support Felton’s divisions and programs in telling the story of their services and the ways in which those services impact clients and the greater community.

The Analyst will provide expertise in using existing program data to answer questions of impact. They will be comfortable in a variety of data collection and electronic health record systems, as well as the other systems and tools related to answering key evaluation questions. Under the supervision of the Director of Business Development, the Analyst will work with Division Directors and program staff to develop and execute small-scale evaluation projects, as well as help build internal evaluation and research skills on the program teams.

Job Duties (Essential Functions)
  • Reviews, understands, analyzes and synthesizes program data essential to impact measurement/ assessment efforts
  • Creates and implements (in collaboration with program teams) small scale evaluations of Felton’s programs that will help answer questions about:
    • Program models (What are key elements of service? Define program inputs and activities)
    • Program impact on clients (What changes are happening for clients relevant to program goals?)
  • Builds presentations for varied audiences, presents findings and facilitates discussions
  • Builds trusting, collaborative relationships with all team members
  • Provides guidance and helps build consensus for evaluation-related decision making.
  • Analyzes evaluation issues and demonstrates creative problem solving
  • Provides high quality writing for reports of data (for a variety of audiences)
  • Supports Fund Development team with evaluation results relevant to proposals and other efforts
  • Other duties as needed
Minimum Qualifications
  • Master’s degree in psychology, social work, program evaluation or other related field preferred
  • Working knowledge of a variety of computer software applications and databases (i.e. Microsoft Word, Excel, PowerPoint, Adobe Acrobat, Salesforce) and comfort with learning new data collection and analysis systems as relevant (Tableau)
  • Ability to organize and summarize information in a clear and concise manner (for a variety of audiences)
  • Ability to understand program context, program clients and how these affect outcomes
  • Ability to protect confidential data, adhere to all data governance policies and best practices
  • Strong organization and time management skills
  • Strong interpersonal skills; belief in providing exemplary customer service to all partners within and external to the agency
