The Role:

The SENIOR BUSINESS SYSTEMS ANALYST works under general supervision, performs analytical, administrative and development duties required to support the City’s enterprise applications that utilize Oracle Databases. Coordinates responsibilities with supervisor.


ESSENTIAL FUNCTIONS:

Plans, designs, documents solutions and recommendations to address issues impacting the technological strategic direction or projects of increased complexity and having a broader scope.

Installs, customizes, tunes and upgrades application package software and interfaces to fit the current and anticipate future operating environment.

Performs functional systems analysis and defines system requirements of existing and proposed systems impacting the technological strategic direction or projects of increased complexity and a broader scope.

Identified methods, solutions, and provides project support and coordination in order to meet Business Objectives.

Codes, tests and implements custom solutions and application extensions to meet Business Requirements.

Develops, documents and codes software interfaces between different databases and applications. Prepares test data to validate new or modified applications and test programs.
Analyzes test results and prepares recommendations based on findings.

Provides complete information about operations performance, costs, resource utilization, projects and plans.

Maintains system security by utilizing commonly acceptable coding practices to control and monitor user access.

Remains abreast of developing technology and new or updated vendor applications by reading trade journals, attending seminars and conferences, and by participating in continuing education programs.

Conducts research into new areas of technology, performs needs analysis and business risk assessment prior to making recommendations that impact the technological strategic direction or involve increased complexity and have a broader scope.

Provides input into procedures and policies for application support making recommendations as required. Adheres to existing procedures and policies.
Receives technical guidance from supervisor.

Must be accessible by phone during non-scheduled off-hours to respond to emergency or critical issues.

Must respond to off-hour phone calls promptly and within three hours. Coverage exceptions may be approved by supervisor for scheduled leave and other circumstances.

May be asked to solve technical problems off-hours, and may be called into work off-hours. Performs other duties and responsibilities as required.
Regular and timely attendance is required.

Oracle Forms and Reports or Microsoft .Net Developer Suite Software documentation, development and debugging tools

Qualifications and Attributes:
Education and Experience:

Bachelor’s degree in Computer Science, Management Information Systems, Engineering, Mathematics, or a closely related field and four years of developer experience with knowledge, skills and experience required to include coding and troubleshooting interfaces and extensions of an Enterprise Application running on Oracle or SQL Server Database. A minimum of two years providing application functional and technical support for an Enterprise application. Enterprise Applications are those that service multiple departments and have a user base exceeding 25 concurrent users.


SENIOR BUSINESS SYSTEMS ANALYST (ORACLE) (REQUIRED)

In-depth knowledge and two years of experience providing technical support for an Enterprise Financial System. Preference will be given for developer experience using Oracle Forms, Reports 6i, SQL Plus and PL/SQL to support the Oracle 11i or R12 E-Business Suite. Experience and knowledge to support Accounts Receivable, Accounts Payable, Cash Management, Fixed Assets, General Ledger, Expense Reporting, Projects & Grants, Public Sector Budgeting, Purchasing, Human Resources, Recruitment, Learning Management, Time and Labor, Payroll, and Employee Self-Service modules preferred.


SENIOR BUSINESS SYSTEMS ANALYST (MICROSOFT.Net) (Preferred)

In-depth knowledge and two years of experience providing technical support for an Enterprise Application using SQL Plus, PL/SQL, and C#.Net to support transactional processing solutions. Experience and knowledge supporting customer accounts, case management, business licensing or permitting, fee calculations, billing and collection of fees preferred.

Equivalency: May substitute a combination of equivalent education and experience. The city assesses 1 year of fulltime experience as equivalent to one year of education.

G.E.D may be substituted for high school diploma.


Licenses and Certifications:

NCIC Certification required within six months of hire/reclassification.

Failure to obtain and maintain this certification will result in non-confirmation of appointment.

Must possess a valid state driver’s license and maintain a satisfactory motor vehicle record with the ability to obtain an appropriate Nevada state driver’s license within the required time frame.


Knowledge:

Working knowledge of application development and administration; personal computer (PC) operations and associated peripheral equipment; fundamental program development concepts; general database access, design and retention practices; acceptable security practices; common coding and debugging strategies; Microsoft Windows operating systems; and common Information Technology policies and procedures.

Recognize database and software errors and provide efficient solutions.

Interpersonal skills necessary to effectively interact with internal staff, citizens, contractors, and/or government agencies in such areas as supervising project work, responding to citizens' questions, and consulting with others.

Design, code and provide technical support for enterprise information systems. Oracle (11gR2) Database or SQL Server (2005/2008) Database knowledge preferred. Physical and Mental Abilities:
May be asked to solve technical problems and/or emergencies during off-hours. Maintain extreme confidentiality of sensitive information.
Organize and maintain assigned project logistics and resources to meet critical deadlines.

Act as project manager to projects staffed with city employees and outside vendors and consultants. Communicate clearly and concisely, both orally and in writing.
Work under pressure, exercise good judgment and make sound decisions in emergency situations.

While performing the essential functions of this job the employee is regularly required to stand, walk to assigned post possibly outside, sit, use hands to finger, handle, or feel, reach with hands and arms, or talk, and hear, view camera and computer screens for prolonged periods of time, and is occasionally required to lift and/or move up to 25 pounds.


Working Conditions:

Works in a normal office environment where there are little or no physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt.


WORKING ENVIRONMENT:

Work is performed in an office setting.
Travel required to locations throughout the City system.
Regular and timely attendance is required.
