Basic Function

Plans, directs, and controls financial, administration, and program management functions for Metro′s Transit Operations Unit, including performance analysis and staffing; integration of new rail, bus, or other capital projects; and oversight of Metro′s transitional duty/ return to work (TD/RTW) program in support of agency goals and objectives.

Example Of Duties

  • Oversees the development, analysis, and reporting of the annual operating and capital budgets in support of Metro Transit Operations
  • Directs the monitoring and analysis of on-going financial forecasts and expenses to ensure compliance with both the adopted budget and Metro operational goals
  • Authorizes the reallocation of resources to resolve operational problems and/or changes in operational priorities
  • Directs the activities of the Metro transitional duty/ return to work (TD/RTW) program professional staff
  • Oversees technical development, evaluation analysis, reporting, and monitoring of performance of the TD/RTW program
  • Ensures that TD/RTW program processes and management of all cases comply with local, state, and federal laws and statutes, along with Metro rules, policies, and processes
  • Establishes, coordinates, and implements policies and standard operating procedures for the TD/RTW program, including directing the utilization of new technologies to support program needs, and improve accountability and efficiency
  • Ensures operational effectiveness through monitoring of staffing and cost efficiencies and organizational issues
  • Reviews board reports, policies, procedures, and other written communications
  • Liaisons with Labor Relations on all collective bargaining agreement issues
  • Consults with and advises management and staff on policies, procedures, and practices relating to compliance with federal, state, and local laws governing Metro major capital projects
  • Participates in management meetings and decision-making processes to provide a strategic approach to Transit Operations′ problems and issues
  • Serves as Project Manager on major administrative and analytical projects
  • Represents the Executive Officer at meetings, task forces, and conferences with staff and outside agencies
  • Represents Metro in public policy presentations, depositions, and court appearances
  • Recruits, supervises, trains, mentors, motivates, and evaluates assigned staff
  • Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all assigned employees
  • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out

Requirements For Employment

A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a two-for-one year basis. A typical combination includes:

Education
Bachelor′s Degree in Business or Public Administration or a related field; Master's Degree in a related field preferred

Experience
Five years of relevant management-level experience performing financial and operating performance analysis; experience in the area of public transportation preferred

Certifications/Licenses/Special Requirements
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions

  • Experience drafting and reviewing board reports and public documents for a public agency
  • Experience developing and overseeing administration processes and procedures
  • Experience managing and overseeing audits, inspections, and investigations

  • Theories, principles, and practices of financial and organizational management
  • Theories, principles, and practices of the provision of bus and rail transportation services
  • Administrative principles and methods, including goal setting and monitoring, budget development and implementation, staffing/ labor planning, and personnel administration
  • Applicable federal, state, and local laws, rules, regulations, standards, and labor agreements, including California Public Utilities Commission (CPUC) rail operating rules, Federal Railroad Administration design and engineering guidelines, and Department of Transportation (DOT) traffic design and engineering
  • Metro operating guidelines, rules, and regulations governing vehicle and service area operations
  • Theories, principles, and practices of RTW, Americans with Disabilities Act (ADA), and Transitional Duty functions, along with applicable federal, state, and local laws, rules, and regulations, labor agreements governing ADA, TD/RTW, and Human Resources work allocation
  • Research and report preparation methods
  • Modern management theory and practice
