Overview

The Global Research Analysis Group (GRA) is an interdisciplinary group of approximately 50 Analysts, Scientists, Engineers and Support Professionals that provide international technology assessments, cyber security and R&D solutions related to ensuring the continued peaceful use of new technology while detecting, preventing, and countering proliferation of Weapons of Mass Destruction (WMD). Group members reach across PNNL to gather, analyze, and evaluate information from a variety of sources. They evaluate information to determine a recommended course of action. They provide domain knowledge and insight on national-level mission needs to multidisciplinary project teams comprised of scientists and engineers. They identify and solve unique and complex problems that have a broad impact on PNNL and the nation by utilizing expertise in one or more scientific, engineering or analysis disciplines and integrating new information with current knowledge.


Responsibilities
  • As a member of the GRA group in the National Security Directorate, the incumbent in this position will contribute to and lead intelligence analysis that supports senior policy makers on issues related to national security, policy, and technology development.
  • Responsible for providing intelligence expertise, analysis, and creating publishable products to advance the frontiers of science and address some of the most challenging problems in national security, energy, and the environment. Gather, analyze, and evaluate information from a variety of sources.
  • Evaluate information to determine a recommended course of action. Apply and interpret theories, principles, methods, tools, and technologies within an area of specialty. Provide domain knowledge and insight on national-level mission needs to multidisciplinary project teams comprised of intelligence analysts, scientists, and engineers.
  • Provide the technical and programmatic leadership to develop unique, creative solutions for difficult problems of extreme importance to US national security. The incumbent will work in a diverse group of staff in support of multiple government agencies. Work will be collaborative with DOE Headquarters staff, other federal agencies, and other National Laboratories.
  • This position requires the candidate to have well-developed intelligence analysis and related expertise, relationship management, project, and program management skills. The candidate must have in-depth knowledge and experience in developing and communicating whole-of-government solutions to complex challenges that have direct strategic impact on US national security. The ideal candidate will have a demonstrated comfort interacting with all levels of stakeholders and a demonstrated record of collaboration across the community.
  • The incumbent will be required to provide intelligence support to chemical and nuclear sciences, nonproliferation, nuclear security policy or intelligence initiatives that address national security challenges. This is a complex problem where analyses will require evaluation of a variety of factors, including an understanding of senior policy maker interests.
  • Working with government stakeholders to identify requirements for new technology or capabilities which could enhance operations relevant to PNNL’s government sponsors.
  • The incumbent will be required to build networks at a team and group level, as well as a national level, and effectively team with others to optimize research at the group and division level.
  • The incumbent is expected to contribute to proposals, embrace quality, safety, and security expectations, and communicate the importance of these expectations within the work team.
  • Engaging with US government, foreign government, academic, and industry stakeholders to represent identified capability gaps and technology needs.
  • This position will be expected to work with non-sensitive, sensitive, and classified information as appropriate for individual projects and the incumbent should demonstrate an ability to manage sensitive business situations and influence positive outcomes.
  • The person in this position must recognize and accept that they will be working in technical areas associated with the National Security of the United States.
  • Briefing and presenting to a variety of community conferences, working groups, and other forums.

Qualifications

Minimum Qualifications:
  • BS/BA and 9 years of relevant experience -OR-
  • MS/MA or higher and 7 years of relevant experience
Preferred Qualifications:
  • Demonstrated ability and willingness to perform as a team member on multiple projects simultaneously and work effectively in a dynamic team environment with high expectations for quality and attention to detail.
  • A record of well-developed oral and written communication skills, including detail-oriented business writing and the ability to convey complex information accurately.
  • Experience with a variety of imagery platforms and leveraging this information with all-source analysis into a finished product.
  • Leadership experience guiding a team of intelligence analysts. History of mentoring and succession grooming preferred.

Additional Information

This position requires the ability to obtain and maintain a federal security clearance.

Requirements:
  • U.S. Citizenship
  • Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance with 10 CFR 710, Appendix B.
  • Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the candidate selected is subject to pre-employment and random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).
Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs, including marijuana, for 12 months can be demonstrated.


Testing Designated Position

This position is a Testing Designated Position (TDP). The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.
