Position Summary: Tidal Basin is seeking applicants for potential broadband program management programs across the US and in Puerto Rico.

In this position, the Senior Broadband Program Manager will lead efforts to pursue and implement broadband expansion projects. The Senior Program Manager will collaborate with the team on researching and identifying broadband and telecommunications projects for Tidal Basin. The objectives of the Senior Program Manager are to develop regional and local broadband strategies and foster relationships with state and local governments as well as utility and broadband providers. The Senior Program Manager is expected to work within various funding sources, such as the Infrastructure Investment and Jobs Act (IIJA).

The Senior Program Manager is responsible for developing and managing broadband expansion programs, including: managing a team of subject matter experts, meeting goals and deliverables required by the client(s), complying with all federal, state and local regulatory requirements, and adhering to all contractual or prescribed stakeholder expectations or requirements. The Senior Program Manager is responsible for the overall operation of the program(s) and works to ensure the operations meet or exceed industry standards. In addition, the Senior Program Manager works with the team to develop and implement short-range and long-range program goals and milestones.

Duties/Responsibilities:

Provide project management oversight and work effectively as part of a team to provide expert services. Specific duties may include:

· Develop strategies consistent with industry standards to pursue grant funding opportunities.

· Provide advisory and consulting services to government agencies related to program launch and implementation.

· Provide program oversight and expert technical assistance on policies, principles, and standard operating procedures related to the broadband programs.

· Manage project personnel in support of broadband and telecommunications projects.

· Devise solutions-oriented strategies that facilitate program growth and success.

· Develop management tools for program targeting and performance reporting.

· Ensure absolute confidentiality of work-related issues and uphold data integrity policies.

· Ensures program service and procedure issues are resolved.

· Establish performance objectives and provide ongoing feedback to team members.

· Write formal reports that are clear, concise, and easily understood.

· Present program/project ideas and coordinate with management and staff.

· Perform other duties as assigned.

Required Skills and Competencies:

· Understanding of the National Telecommunications and Information Administration regulations and 2 CFR 200.

· Familiarity with of IIAJ, Broadband Equity Access and Deployment (BEAD), American Rescue Plan Act (ARPA) and Federal Communications Commission (FCC) programs.

· Excellent organizational skills and attention to detail

· Strong interpersonal, analytical and problem-solving skills

· Demonstrated project management expertise

· Ability to manage project budgets and create meaningful projections for strategic decision-making

· Ability to manage client expectations, subcontractor relationships, and overall contract with client to ensure success of project(s).

· Ability to communicate effectively, verbally and in writing

· Excellent time management skills with a proven ability to meet deadlines

· Ability to work independently and pro-actively identify key steps to complete requested client outcomes.

· Excellent client relations and an understanding of local, state, and federal government structure

· Experience working with federal grant-funded programs

Required Education and Experience:

· Bachelor’s degree in relevant field; AND,

· 3+ years in case management, broadband, telecommunication, grant-funded or government programs, or related fields

· Proficient in MS Office Suite

· Experience managing a team of professionals is a plus

· Experience with rural communities is a plus

· Travel may be required.
