Strategic Insight, Ltd. is seeking a Senior Project Control Specialist (Staff Associate) for a busy Corporate Headquarters office. The successful candidate will provide day-to-day contract support to Case Leaders (Project Managers), tracking their funding levels, monthly reporting requirements, and client invoicing. Will be involved in Request for Proposal (RFP) efforts with pricing estimates and cost/pricing narrative drafting. Provide financial reports for Executive Management and assist with any audits. This individual will work at our corporate offices in Arlington, Virginia reporting to the Assistant Controller and work closely with executive team members, Case Leaders, and other stakeholders.

Responsibilities include but are not limited to:

Contracts/Subcontracts/Billing Support (~70%)

  • Manage full cycle invoicing process for assigned CPFF, T&M, and FFP programs. Prepare invoices and contract specific supplemental reports. Verify accuracy of system generated invoices for proper indirect cost loading a fee recognition. Submit electronic submissions through various customer invoicing systems.
  • Set up new projects in Deltek Costpoint.
  • Provide contractual expertise in implementation, execution, and administration of prime contracts and subcontracts of varying types (CPFF, T&M, FFP, etc.).
  • Review mods from prime contractors and government clients for accuracy and draft mods for sub-contractors.
  • Administer, manage, and maintain all contract records (prime, subcontract, and sub-contractors) in Deltek Costpoint and SharePoint.
  • Ensure compliance with contractual requirements, including managing contract reporting requirements (i.e. Contractor Manpower Reporting, SAM.gov, CPARS, Subcontractor Reporting, etc.), 75% notices, insurance certificates, contract closeouts, etc.
  • Support Case Leaders by providing monthly / quarterly analysis of funding requirements, estimates at completion (EAC), estimates to completion (ETC), profitability for all contracts and task orders, and other reporting.
  • Assist with implementation of Deltek Costpoint Planning and Contracts Management modules.
  • Maintain Contracts Backlog and assist Business Development with pipeline reporting.
  • Ensure compliance with all corporate policies and directives such as advising internal staff on corporate policies, procedures, and preferred practices.

Pricing and Proposal Support (~30%)

  • Assist with pricing strategy formulation for responses to RFPs.
  • Assist with creating, maintaining, and updating a pricing history database.
  • Support RFP actions (draft cost narratives, complete required certifications, respond to partner data calls etc…).
  • Assist RFPs to ensure proposal documents are properly formatted and compliant with solicitation requirements.
  • Assist consolidating RFP response documents from multiple authors.
  • Assist with RFP submissions to SeaPort and other agency or client portals.
  • Maintain proposal repositories in Deltek Costpoint and SharePoint.

Requirements

  • The ideal candidate must have Deltek Costpoint billing experience, a working knowledge of the cradle-to-grave government contracting process with hands-on experience in contract administration.
  • Minimum of three to seven years of progressively responsible work experience in federal contract administration and/or accounting/finance for a federal government contractor.
  • Knowledge of federal proposal pricing to include developing pricing strategy, conducting cost/price analysis and preparing pricing document in response to the proposal requirements.
  • Minimum of three years of experience with DOD contracting or finance required; Navy contracting strongly desired.
  • Knowledge of relevant laws, regulations, terms, conditions, and policies governing federal support contracts, including federal FAR, DFARS and other relevant guidance.
  • Must be able to maintain the highest level of professionalism, confidence and integrity while directly dealing with internal and external customers.
  • Strongly committed to providing outstanding customer service.
  • Very detail-oriented with strong organizational skills.
  • Strong verbal, written, and inter-personal communication skills.
  • Requires proficient computer skills plus advanced Excel skills. MS 365 suite, and SharePoint experience is desired.

Mandatory Requirement: Applicants selected for this position will be subject to a Government Security Investigation and must meet eligibility for a government security clearance at the Secret level
