ENSCO, Inc. Mission Systems Group (MSG) has a contingent opportunity for a Senior Staff Engineer supporting the Deputy Chief Technology Office for Mission Capabilities (DCTO(MC)) within the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)). Primary responsibilities focus on providing assessment and integration of joint warfighting requirements to support the Under Secretary of Defense for Research and Engineering (USD(R&E)) as the technical advisor to the Joint Requirements Oversight Council (JROC). Other responsibilities include support to the Joint Warfighting Concept (JWC) by developing and refining concept-required capabilities (CRC) and mission-level concepts to enable more focused mission-engineering analysis, prototyping, and experimentation activities within OUSD(R&E).
The ideal candidate for this position is self-motivated, possesses broad experience leading the planning and execution of complex mission and systems analysis efforts.
Essential Job Responsibilities

  • Responsible for performing the following tasks related to transitioning DARPA programs/processes/capabilities into the DCTO(MC):
  • Coordinate with appropriate stakeholders and leverage available tools, processes and forums to proactively facilitate transition for select capabilities from advanced DARPA programs. Stakeholders include but are not limited to routine engagement with: Military Service “Plans and Programs” Directorates or equivalent, OSD CAPE via PRTs, Issue Teams and SPRs, the OUSD(A&S) via the CAP process and IAPRs, and the Joint Staff through existing JCIDs process and forums.
  • Execute a Transition Working Group and develop and execute a transition architecture and implementation plans for vanguard technical capabilities. The Contractor will serve as the main coordinator with DARPA to ensure timely flow of information on transitional capabilities and synchronizes internal communications to mitigate risk and facilitate successful transition.
  • Oversee and direct advanced modeling and simulation capabilities critical to the transition of advanced warfighting architectures for operational use and the development of key capabilities needed to realize those advanced designs.

Qualifications Required (Skills)

  • Master’s Degree in Engineering or Technical Field with 15 years experience
  • Experience leading the planning and execution of complex mission and systems analysis efforts
  • Experience in Technology Analysis and Assessment, System Definition, Systems Analysis, Systems Architecture development and architecture products for Systems of Systems (SoS), kill chain analysis, SE tradespace and analysis to define capability gaps
  • Experience with Modeling and Simulation activities for mission improvement, or Logistics support of Department of Defense (DoD) systems.
  • Experience in supporting technical, managerial, or operational fields demonstrating strong and professional oral and written communication skills across various stakeholders at varying levels of leadership/seniority.
  • Experience communicating, interfacing, and interacting with Joint Staff, Services, and warfighters on topics associated with engineering and analysis.
  • AN ACTIVE TOP SECRET WITH SCI (TS/SCI) IS REQUIRED FOR THIS POSITION FOR WHICH YOU MUST BE A U.S. CITIZEN

Location of work: Metropolitan Washington, DC area; and other CONUS or OCONUS locations as required.Telework is offered in the Task Orders on approval from COR.
