Comprehensive Position Description with Associated Roles and Responsibilities:

The SPM reports directly to the Vertex Aerospace Defense Services (ADS) Vice President (VP) of Programs and is responsible for the successful accomplishment of the entire scope of contract performance, per the PWS and all applicable governing publications. The SPM is the primary Vertex POC and has binding authority to act on behalf of Vertex and commit company resources to achieve mission success. The SPM or his alternate (the DOM) will be on-site during normal duty hours, available to return to Sheppard NLT one hour after notification, and contactable 24/7. Our SPM exercises complete management, operational, and administrative control over Vertex employees and subcontractors. Responsible for assigning primary and alternate POCs for collateral duties identified in PWS Attachment 5 and validating/signing the Special Certification Roster (SCR) per CDRL A009. The SPM provides day-to-day oversight of program budget management functions (e.g., tracking Government funds expenditures, the performance of financial status assessments, and preparation of accurate monthly invoices and reports.

SPM Minimum Qualifications:

The SPM must have 20+ years of aircraft maintenance leadership/managerial experience; Secret Security Clearance; in-depth skills in analytical and evaluative techniques to identify and resolve issues affecting efficiency/effectiveness of program operations; in-depth comprehension of large-scale aircraft maintenance organizations and customer interoperability; in-depth understanding of personnel management policies, practices, and procedures; ability to establish program objectives or performance goals and assess progress toward their achievement; effective communicator; ability to analyze contract performance metrics and make course corrections to ensure high-quality maintenance is consistently performed; in-depth knowledge to evaluate and implement a viable continuous process improvement (CPI) program. Experience as a USAF Squadron or Group Commander, Group Superintendent, or Program Manager is a definite plus for this program opportunity.
