GENERAL DESCRIPTION:

This position is responsible for developing, implementing, managing, and administering various programs and services in the Services Division, which includes but is not limited to adoption, adult protection, child protection, foster care, guardianship, ICJ, ICPC, juvenile probation, and youth programs.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
  • Responsible for supervising, managing, and writing Federal Reports including the Child and Family Services Plan and Annual Progress Service Reports.
  • Responsible for developing, writing, and overseeing Federal plans to include Strategic Plans.
  • Responsible to interpret and make recommendations on policy.
  • Analyzes the impact of federal and state decisions on efforts to organize and develop systems.
  • Develops and coordinates plans and policies, resources, and mission as well as goals, vision, and expectations of agency or program.
  • Works closely with and responds to other state and private agencies regarding division program requirements.
  • Supervises counsel, and conducts performance appraisals with subordinate staff.
  • Collaborates with unit staff regarding classification, programs, job assignments, program reviews, and the handling of minor and general disciplinary reports and grievances.
  • Monitors outcome measures, collects and analyzes data, and formulates improvement processes.
  • Responsible for researching, implementing, and administering evidenced-based social service and juvenile services programs.
  • Responsible for review of reports and monitoring recommendations.
  • Responsible to ensure policies are implemented with fidelity and monitoring the effectiveness of the policy.

Qualifications


PREFERENCES:

Preference may be given to applicants who have a Bachelor's Degree or higher in social work, counseling, sociology, psychology, criminal justice, or administration of justice
PLUS At least four (4) years of professional work experience in social work, juvenile probation, counseling, and/or correctional rehabilitation.

KNOWLEDGE:


  • Knowledge of agency, department, and statewide rules, regulations, policies, and procedures and Wyoming Statutes.
  • Knowledge of best practices in the field regarding juvenile offender rehabilitation, retraining, and person-centered planning and provision of support services.
  • Knowledge of casework documentation, planning, coordination, and leading meetings.

MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Social Work)
Experience:
1-2 years of progressive work experience (typically in Social Services Programs) with acquired knowledge at the level of a Social Services Program Analyst
OR
Education & Experience Substitution:
4-6 years of progressive work experience (typically in Social Services Programs) with acquired knowledge at the level of a Social Services Program Analyst

  • FLSA: Exempt
  • All positions within the Department of Family Services will require a background information check, Including the taking of fingerprints, which will be completed through the Wyoming Department of Criminal Investigation, the Department of Family Services, and the Federal Bureau of Investigation, for every successful applicant.
