Job Description

This is an entry level Staff Engineer position which assists with technical design and management of major and minor infrastructure related projects, with the majority of the work taking place in an office environment and some out in the field. The primary job function is to utilize engineering standards to develop and review construction documents in connection with municipal public projects for roadway, water, sanitary sewer, and stormwater drainage systems for quality of design and compliance with the City of Ocoee design criteria, construction specifications, ordinances, and policies.
An employee in this classification must apply engineering skills and knowledge to a variety of municipal public projects under the direction of one of the City"s senior engineering staff members. Assignments offer the opportunity for independent judgment in evaluating alternative plans, completing cost benefit studies, planning work details and making technical determinations with respect to engineering conflicts. Work is performed under the general supervision of the City Engineer and is reviewed through observation of activities and results achieved.

Knowledge and experience with general civil engineering standards for designing infrastructure projects.
Checks and reviews plans and specifications submitted by private engineering consultants, and confers with and advises contractors, owners, and architects relative to the interpretation and application of City standards and specifications.
Meets with developers, private engineers, contractors, City staff, other professionals, property owners and the general public to discuss review comments, design standard requirements and other applicable standards.
Creates detailed work plans which identifies and sequences the activities needed to successfully complete projects.

Working with senior technical staff, develops scopes and procures associated services.
Lead all aspects of project development from design through construction support on roadway projects that include utilities and street scape improvements.
Coordinates completion of assigned projects between divisions, with other departments, outside contractors and consultants.
Perform project management duties required to successfully deliver the project within scope, schedule, and budget.
Responds to and handles issues and concerns from the general public, and any engineering concerns associated project issues.
Provides construction administrative support for projects and other areas of logical assignment.
Organizes and coordinates technical specifications and related documents.
Assists with and/or authors and prepares reports, studies, including initiating applicable research.
Participates in limited onsite observations and inspections.
Represents the department to the public, other agencies, and among all city peers and superiors.
Performs technical engineering tasks in the field and office.
Understands survey data profiles and computes grades and slopes for the construction of engineering projects; performs inspections in the field, observes operations, and determines quality of work.
Assists in the formulation of engineering standards and specifications and office policy; conducts engineering studies and makes recommendations.
Performs related duties as directed when such duties are a logical and appropriate assignment to the position.
Minimum Qualifications

Bachelor"s Degree in Civil Engineering, or closely related engineering field, plus Engineer in Training (EIT) certification; supplemented by three (3) to four (4) years of professional level experience; or equivalent combination of education, training and experience. Possession and maintenance of a valid Florida Driver"s License. Knowledge, Skills and Abilities
KSA's - Working knowledge of the principles, practices, and techniques applied to the functions of civil engineering.
The ability to investigate, evaluate and apply regulatory requirements including but not limited to St. Johns Water Management District, Florida Department of Environmental Protection, Florida Department of Transportation, Federal Emergency Management Agency (Flood Management.
The ability to plan, and design engineering projects with oversite from senior City engineering staff.
The ability to plan projects, make accurate estimates, and inspect work for compliance with plans, specifications, and regulatory codes.
The ability to establish and maintain effective working relationships with officials, contractors, engineers, employees, and other professionals and deal with public relations problems effectively, courteously, and tactfully.
Knowledge of Federal, State, and City laws, ordinances, codes, and regulations applicable to area of assignment.
Understanding of budget development, administrative (office) procedures, and contract administration.
Ability to develop an understanding of contract documents including plans, studies, and reports.
Ability to track, schedule, and plan multiple unique initiatives and programs of the department.
Working with technical staff, develop the ability to procure professional services to support project development.
Demonstrated ability to speak and use correct English, grammar, spelling, vocabulary, and punctuation.
Skills in organization and coordination.
Must have proficient skill in office-related software, including but not limited to word processing, spreadsheets, and presentations and be familiar with AutoCAD software.
Skill in analyzing and evaluating information and in expressing ideas clearly when providing oral or written reports and recommendations. Requirements
PHYSICAL REQUIREMENTS

Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds).

ENVIRONMENTAL REQUIREMENTS

Most work is performed in usual office conditions with rare exposure to disagreeable environmental factors, though some assignments are performed in an outdoor environment with potential for exposure to disagreeable elements, e.g., heat, humidity, toxic agents. Tasks include working around moving parts, equipment, carts, and materials handling where physical risks are predictable/controllable by observance of standard safety precautions.
