The successful candidate will serve as a Stormwater Specialist supporting the Fort Carson/Pinon Canyon Maneuver Site (FC/PCMS) Department of Public Works – Environmental Division (DPW-ED) Stormwater Management Program. The successful candidate will provide on-site technical support for stormwater and wastewater compliance requirements on the Installation and perform the following tasks:

• Conduct stormwater compliance inspections to ensure compliance with Municipal Storm Sewer System (MS4), Multi-Sector General Permit (MSGP), and Construction General Permit (CGP) requirements including:

- MS4 Illicit Discharge Survey
- MSGP Industrial Discharge Compliance Sampling and Monitoring
- MSGP Annual Impaired Waters Sampling in accordance with applicable reporting
requirements
- Installation-wide CGP compliance inspections

• Perform sampling analysis, data evaluation, and report preparation in accordance with applicable reporting requirements.
• Provide technical support in support of Fort Carson’s MS4 permit including, but not limited to: conducting surface water sampling and monitoring; conducting an MS4 Illicit Discharge Survey; completing sampling analysis, data evaluation, and repot preparation.
• Review and update the Installation’s Storm Water Prevention Plan and other plans and reports, as necessary.
• Inspect worksites for maintenance of best management practices.
• Provide stormwater management and awareness training, conduct public outreach, and develop and execute education programs and events.
• Provide technical assistance managing stormwater runoff and preventing surface/groundwater pollution.

Specific Qualifications

• Bachelors Degree in Environmental Science or related field and a minimum of two (2) years of experience in the environmental compliance field.
• Working knowledge of the Clean Water Act, National Pollutant Discharge Elimination System, and other applicable stormwater and wastewater laws and regulations.
• Current OSHA HAZWOPER 40-Hour training, or ability to obtain.
• Experience with MS Windows OS and Office software including Word, Excel, PowerPoint, and Outlook.
• Physical ability to conduct day-long inspections walking across varying terrain and under varying weather conditions.
• A valid state driver’s license and the ability to pass a government background investigation.
