BART offers comprehensive compensation and benefits programs. Benefits include CalPERS pension; excellent medical (effective January 1, 2022 current employee cost $157.35 monthly for most plans), vision, and dental coverage; supplemental insurances; paid holidays and vacation; as well as two investment programs, one of which is entirely funded by BART. BART does not participate in Social Security. Complimentary BART passes for employee and qualifying dependents.

Current Assignment


The San Francisco Bay Area Rapid Transit District (BART) is recruiting to fill a Supervisor of Workforce Development position in the Workforce Development Division of the Human Resources Department.

Under general direction, the Supervisor of Workforce Development will serve as the first level supervisor of employees within the Workforce Development unit, responsible for both internal and external workforce development programs and activities that promote jobs in transportation, build career ladders, foster internal mobility and support employee engagement and leadership. The Supervisor of Workforce Development must possess the knowledge and experience to work effectively with stakeholders to develop and implement enhancements to current programs and to design new programs. In addition, the incumbent will be responsible for leading and representing the District in presentations, engagement events and reporting program data and metrics.

The ideal candidate will demonstrate the following core competencies beyond the minimum qualifications:

  • Strong knowledge and experience with training and development program design and implementation
  • Seasoned experience with development of community workforce partnerships and programs
  • Experience in career ladder programs and pre-apprenticeship/apprenticeship program development
  • Skilled in design and implementation of management and leadership development programs
  • Experienced in employee performance management systems
  • General knowledge of HR laws, regulations, and business practices and procedures
  • Solid project management and analytic skills
  • Proven ability to establish and maintain strong internal and external working relationships

Essential Job Functions


1. Manages and supervises the operations and activities of the Workforce Development Department; provides oversight of daily activities, escalations, strategies, goals, analysis and reporting.

2. Serves as subject matter expert for Workforce Development Programs; collaborates with management and key staff members throughout the organization to design and implement program enhancement and development including training and development curriculum, leadership programs and career ladders initiatives.

3. Manages and administers the District’s Educational Assistant Program; designs, develops and administers the Performance Management program providing system updates, training, reporting and development of instructional guides; and facilitates and evaluates District recognition programs

4. Fosters and develops strong community partnerships to promote transit jobs, create workforce pipelines, and bridge gaps to employment. Hosts community engagement and employment events, attends and participates in professional group meetings and events; may represent Department at presentations and on various committees

5. Supervises staff on the daily operations including assigning, reviewing and evaluating work quality and quantity; develops and measures performance standards; recommends training and professional development for staff to improve the efficiency and effectiveness of the Division

6. Oversees vendor relations, contract management and division budget

7. Stays abreast of new trends, legislation and innovations in the field of human resources and is the technical point of contact for performance management system and program modernization initiatives.

Minimum Qualifications


Education: Possession of a bachelor's degree in Business Administration, Human Resources or a related field from an accredited college or university.

Experience: The equivalent of four (4) years of full-time progressively responsible experience in human resources, workforce development, training or related experience, which must have included at least one (1) year of lead experience.

Substitution: Additional professional experience as outlined above may be substituted for the education on a year for- year basis. A college degree is preferred.

  • Principles and practices of supervision and training.
  • Federal, State and local codes, laws, guidelines, and regulations.

Skill/Ability in:

  • Performing complex duties relative to assigned functional area, including recruitment, testing and selection, job evaluation, classification and compensation, benefits program administration, employee assistance, workers compensation, human resources information systems (HRIS) and performance and learning.
  • Supervising and coordinating assigned human resources programs.

  • Preparing clear and concise reports and documentation.
  • Communicating clearly and concisely, both orally and in writing.
  • Establishing and maintaining effective working relationships with those contacted in the course of work.

Selection Process
